Recruitment agents who scam foreign nationals applying to work in the UK care sector have been exposed by BBC secret filming.

One of the rogue agents is a Nigerian doctor who has worked for the NHS in the field of psychiatry.

The Home Office has acknowledged the system is open to abuse, but the BBC World Service's investigation shows the apparent ease with which these agents can scam people, avoid detection, and continue to profit.

Our secret filming reveals agents' tactics, including:

Illegally selling jobs in UK care companies

Devising fake payroll schemes to conceal that some jobs do not exist

Shifting from care to other sectors, like construction, that also face staff shortages

Reports of immigration scams have increased since a government visa scheme - originally designed to let foreign medical professionals work in the UK - was broadened in 2022 to include care workers.

To apply for the visa, candidates must first obtain a "Certificate of Sponsorship" (CoS) from a UK employer who is licensed by the Home Office. It is the need for CoS documents that is being exploited by rogue relocation agents.

"The scale of exploitation under the Health and Care Work visa is significant," [/b]says Dora-Olivia Vicol, CEO of Work Rights Centre, a charity that helps migrants and disadvantaged people in the UK access employment justice.

[b]"I think it has turned into a national crisis."

She says there is "systemic risk inherent" in the sponsorship system, because it "puts the employer in a position of incredible power" and has "enabled this predatory market of middlemen to mushroom".

The BBC sent two undercover journalists to approach relocation agents working in the UK.

One met Dr Kelvin Alaneme, a Nigerian doctor and founder of the agency, CareerEdu, based in Harlow, Essex.

His website states his business is a "launchpad for global opportunities catering to young Africans", claiming to have 9,800 "happy clients".

Believing the BBC undercover journalist was well connected in the UK care sector, Dr Alaneme tried to recruit her to become an agent for his business, saying it would be very lucrative.

"Just get me care homes. I can make you a millionaire," he said.

As a potential business partner, our journalist was then given unprecedented insight into how immigration scams by agents like Dr Alaneme actually work. Dr Alaneme said he would pay £2,000 ($2,600) for each care home vacancy she was able to procure, and offered £500 ($650) commission on top.

He then said he would sell the vacancies to candidates back in Nigeria.

Charging candidates for a job is illegal in the UK.

"They [the candidates] are not supposed to be paying because it's free. It should be free," he said, lowering his voice.

"They are paying because they know it's most likely the only way."

The BBC began investigating him following a series of online complaints about his relocation services.

Praise - from south-east Nigeria and in his mid 30s - was one of those who complained, claiming he paid Dr Alaneme more than £10,000 ($13,000) for a job in the UK. He says he was told he was going to be working with a care company called Efficiency for Care, based in Clacton-on-Sea. It was only when he arrived that he realised the job didn't exist.

If I had known there was no job, I would have not come here," he says. "At least back home in Nigeria, if you go broke, I can find my sister or my parents and go and eat free food. It's not the same here. You will go hungry."

Praise says he messaged Efficiency for Care and Dr Alaneme for months, asking when he could start working. Despite promises of assistance from Dr Alaneme, the job never materialised. Almost a year later, he found a position with another care provider willing to sponsor him to remain in the UK.

Our investigation found that Efficiency for Care employed - on average - 16 people in 2022, and 152 in 2023. Yet a letter sent from the Home Office to the company dated May 2023 - and seen by the BBC - showed it had issued 1,234 Certificates of Sponsorship to foreign workers between March 2022 and May 2023.

Efficiency for Care's sponsorship licence was revoked in July 2023. The care company can no longer recruit from abroad, but continues to operate.

It told the BBC it strongly refutes the allegation it colluded with Dr Alaneme. It said it believed it lawfully recruited staff from Nigeria and other countries. It has challenged the Home Office's revocation of its sponsorship licence, it said, and the matter is now in court.

In another secretly filmed meeting, Dr Alaneme shared an even more sophisticated scam involving sponsorship documents for jobs that did not exist.

He said the "advantage" of having a CoS that is unconnected to a job "is that you can choose any city you want".

"You can go to Glasgow. You can stay in London. You can live anywhere," he told us.

This is not true. If a migrant arrives in the UK on a Health and Care Work visa and does not work in the role they have been assigned, their visa could be cancelled and they risk being deported.

In the secret filming, Dr Alaneme also described how to set up a fake payroll system to mask the fact the jobs are not real.

"That [a money trail] is what the government needs to see," he said.

Dr Alaneme told the BBC he strenuously denied services offered by CareerEdu were a scam or that it acted as a recruitment agency or provided jobs for cash. He said his company only offered legitimate services, adding that the money Praise gave him was passed on to a recruitment agent for Praise's transport, accommodation and training. He said he offered to help Praise find another employer free of charge.

The BBC also carried out undercover filming with another UK-based recruitment agent, Nana Akwasi Agyemang-Prempeh, after several people told the BBC they had collectively paid tens of thousands of pounds for care worker positions for their friends and family that, it transpired, did not exist.

They said some of the Certificates of Sponsorship Mr Agyemang-Prempeh gave them had turned out to be fakes - replicas of real CoS issued by care companies.

We discovered Mr Agyemang-Prempeh had then begun offering CoS for UK jobs in construction - another industry that allows employers to recruit foreign workers. He was able to set up his own construction company and obtain a sponsorship licence from the Home Office.

Our journalist, posing as a UK-based Ugandan businessman wanting to bring Ugandan construction workers over to join him, asked Mr Agyemang-Prempeh if this was possible.

He replied it was - for the price of £42,000 ($54,000) for three people.

Mr Agyemang-Prempeh told us he had moved into construction because rules are being "tightened" in the care sector - and claimed agents were eyeing other industries.

"People are now diverting to IT," Mr Agyemang-Prempeh told the undercover journalist.

More than 470 licences in the UK care sector were revoked by the government between July 2022 and December 2024. Those licensed sponsors were responsible for the recruitment of more than 39,000 medical professionals and care workers from October 2020.

Mr Agyemang-Prempeh later asked for a downpayment for the Certificates of Sponsorship, which the BBC did not make.

The Home Office has now revoked his sponsorship licence. Mr Agyemang-Prempeh's defence, when challenged by the BBC, was that he had himself been duped by other agents and did not realise he was selling fake CoS documents.

In a statement to the BBC, the Home Office said it has "robust new action against shameless employers who abuse the visa system" and will "ban businesses who flout UK employment laws from sponsoring overseas workers".

In November 2024, the [b]government announced a clampdown on "rogue" employers hiring workers from overseas. Additionally, from 9 April, care providers [/b]in England will be required to prioritise recruiting international care workers already in the UK before recruiting from overseas.

NATO chief Mark Rutte has said he told Ukrainian President Volodymyr Zelensky that he needs to find a way to restore his relationship with President Donald Trump after Friday's White House clash.

Supreme Court Justice Clarence Thomas has spent recent days alongside several Trump administration Cabinet officials – making them official.

In the process, he and his wife, Ginni, have drawn exceptional attention from President Donald Trump himself.

On Wednesday morning, Thomas swore in Doug Collins to be secretary of Veterans Affairs, at a private ceremony in an ornate, chandeliered, Supreme Court conference room.

Then Thomas rode over to the White House and administered the oath to Pam Bondi as she became the new attorney general. Joining Thomas was his wife, a longtime conservative activist, whom the president extolled at the Oval Office event.

Thomas later swore in Scott Turner as secretary of Housing and Urban Development, also as Trump looked on, in the Roosevelt Room of the White House.

A week earlier, Thomas had read the oath to Sean Duffy, the new secretary of the Department of Transportation, in a closed ceremony at the Supreme Court with Duffy’s family.

A few days before that, on Saturday, January 25, Thomas swore in Kristi Noem, who is overseeing the Department of Homeland Security, at the foot of a grand staircase at Thomas’ suburban Virginia home.

Such events have made Thomas notably ubiquitous in this second Trump administration, at a time when a raft of litigation arising from Trump’s executive orders is already bound for the justices.

Trump may also be already eyeing a possible high court vacancy in his new term. During his first four-year term, he transformed the bench with the appointment of three new justices for a new right-wing supermajority among the nine.

Thomas, appointed to the bench in 1991 and now at 76, the eldest justice, has led much of the current court’s rightward trajectory. He has directed its contraction of individual rights, such as with the 2022 reversal of Roe v. Wade and the constitutional right to abortion.

Asked about the Thomas events or any other justices’ related activities, the Supreme Court public information office said it had no information. There was no response to a request put through the spokesperson directly to the justice.

On Wednesday, a White House official told CNN that Trump had specifically requested Thomas for the Cabinet members swearing-in ceremonies.

During the event for Bondi, Trump praised the justice and Ginni Thomas, who watched from a few feet away.

“I’d like to thank Justice Clarence Thomas and his incredible wife, who is here someplace – his highly-respected wife,” Trump said.

The president recalled when he first learned of Thomas’ star power in conservative circles. As Trump introduced the justice at an event some years ago, Trump said, “The place went crazy. It was then that I realized that you are a very popular guy and respected guy.”

Thomas nodded in acknowledgement on Wednesday but did not appear to directly respond to him. The few words the justice spoke in the Oval Office, at least while the cameras were rolling, involved the official oath he gave to Bondi. He wished her well and stepped to the side.

The official declined to say how much time the president and Thomas later spent together at the White House.

Thomas’ White House presence and involvement with multiple Cabinet officials nonetheless stands out. Traditionally, most new members of the Cabinet are sworn in by the vice president. (One exception occurred in 2019 when Chief Justice John Roberts administered the oath to Bill Barr to be attorney general; Roberts and Barr had worked together in the George H.W. Bush administration.)

According to postings on the websites of the two administration agencies, however, Justice Brett Kavanaugh swore in Treasury Secretary Scott Bessent and Environmental Protection Agency Administrator Lee Zeldin.)

In a statement to CNN, Kavanaugh said: “Over the last 19 years as a Judge and now Justice, I have administered the oath of office to countless judges, executive branch officers, and federal employees. I am always honored to do so.”

Presidents on occasion have spent time individually with justices, developing some friendships but largely keeping their respective missions separate.

Trump has signaled that he would prefer more interaction, at least at the start of his new term. In January, he called Justice Samuel Alito regarding a former Alito law clerk who was seeking a position in the new administration.

It occurred as the justices were about to take up Trump’s emergency plea to avoid sentencing in his Manhattan hush-money case. In a statement to ABC News when it reported on the call, Alito said, “We did not discuss the emergency application he filed today, and indeed, I was not even aware at the time of our conversation that such an application would be filed.”

The official who spoke to CNN on Wednesday explained the oath-ceremony requests to Thomas by saying only that the president “deeply respects and admires Justice Thomas.”

During Trump’s first term, the justice and Ginni joined Trump for private lunch, in 2018. Ginni was known for working to become involved with the administration and to ensure loyalists were among Trump’s top aides.

Ginni Thomas also became one of Trump’s most ardent supporters after he had lost his 2020 reelection bid.

Communications between her and Trump’s former chief of staff Mark Meadows emerged during the US House of Representatives’ investigation of Trump’s interference with the 2020 election results that made Joe Biden president. She implored Meadows to continue challenging the results and declared in one message, “The majority knows Biden and the Left is attempting the greatest Heist in our History.”

Trump, of course, was able to put all that behind him as he won a new second term. And now Ginni Thomas, with her husband, have been at the scene as his new team is ushered in.

“It is such an honor to be sworn in as the United States Secretary of Homeland Security,” Noem said in a statement on the DHS site. “It was made even more meaningful by being sworn in by Supreme Court Justice Clarence Thomas at his home.”

Hundreds of transgender federal prisoners are living in fear after a 'roundup' that will send them packing to men's lockups following a day-one executive order from President Donald Trump.

Now lawyers are desperately trying to find a way to fight the order, saying the prisoners will have 'a target on their backs' as they move in with hardened male inmates.

'It's going to be incredibly dangerous,' attorney Moira Meltzer-Cohen told DailyMail.com.

Meltzer-Cohen represents Donna Langan, a transgender woman who underwent a sex change in federal prison. She is serving a life sentence for bank robbery as a member of the neo-Nazi Aryan Republican Army.

Meltzer-Cohen said she fears there would be a 'bloodbath' if her client and other trans inmates are forced into male prisons.

The order declared that the government will only recognize two sexes – male and female. This means all 'intimate spaces designated for women, girls, or females' will be determined by sex rather than gender identity.

DailyMail.com viewed an email from a federal public defender in Massachusetts that was sent to colleagues nationally.

It stated that one of her clients imprisoned in Minnesota, a transgender woman, was among those rounded up and is 'terrified' of what will happen when they're sent to male prisons

Public defender Sandra Gant said her office was notified of the change in policy by the federal Bureau of Prisons Tuesday morning by the trans inmate's family and asked other public defenders to share information for a legal fight.

'Our office represents a trans client who, for the entirety of her pretrial detention & BOP custody, has been in a women's facility,' Gant wrote in the alert sent Tuesday afternoon.

'Her family reached out in a panic – as of this morning, she, along with others at FCI Waseca, have been segregated and told that they are being processed out to a transfer center and then to a men's prison.

'She is terrified,' Gant explained.

'Has anyone prepared to litigate this, or have any insights/advice on challenging this? Or any contacts with ACLU, etc., who might be litigating this?' Gant asked.

Trump signed orders Monday rolling back protections for transgender people, ruling that the two 'immutable sexes' are 'not changeable' and that federal prisons along with shelters for migrants and rape victims are to be segregated by sex.

Federal money will also no longer be used to fund 'transition services'.

The president also demanded officials use the term 'sex' rather than 'gender.' Federal agencies were urged to end funding to promote 'gender ideology' and protect against 'gender extremism' – representing major policy shifts from the Biden and Obama administrations.

The changes, cheered by conservative groups, have been met with fear and anger by the transgender community.

The Bureau of Prisons estimates there are about 1,500 trans female inmates and 750 trans males in the federal prison system.

Rhonda Fleming, 58, a female inmate who sued to get trans women out of her prison, welcomed the development after losing her case in court last week in Tallahassee, Florida.

She argued that she and other biological women live in constant fear of attack and stress over having to interact with and UnCloth in front of inmates with male Instruments.

Her civil suit stated women shouldn't be forced to share intimate spaces such as bathrooms, showers and dorms with trans women.

But the judge on the case disagreed, ruling against her complaint on January 15.

Fleming was outraged when she spoke to DailyMail.com about the ruling and said: 'What the judge did Wednesday was a farce, it was a mockery of justice. He never intended for us to have a fair trial.

'It's like he's attacking the victim, telling the victim you're in the wrong, not the victimizer.'


She also claimed several 'heterosexual men' in her current prison, Carswell Federal Medical Center in Texas, fake their gender so they could serve out their terms with women.

Now, her wish for Trump to reverse these policies has come true with the January 20 executive order.

Langan – who was convicted under her birth name of Peter Kevin Langan – is also currently in Carswell.

A lawyer for Tomas Ziupsnys, a 42-year-old serving five years at Carswell for fraud, said trans inmates will 'have targets no their backs,' if moved.

The Monetary Policy Committee of the Central Bank of Nigeria is projected to maintain its inflation-tightening stance at its last meeting of the year in the face of rising inflation.

At its September meeting, the Committee raised the Monetary Policy Rate by 50bps to 27.25 per cent, emphasising concerns over core inflation, money supply growth, fiscal deficits, and food price pressures.

Although headline inflation was trending downward grin at the time of the last MPC meeting, core inflation remained elevated, driven by energy costs and other structural factors.

In the statement read after the meeting, the Governor of the CBN, Olayemi Cardoso, said the members recognised the efforts of the Federal Government in addressing insecurity in farming communities and stressed the need to remain steadfast.

“In addition, the MPC applauded the ongoing effort of the Federal Government to bridge the food supply deficit through the duty-free import window for food commodities. The Committee also expressed optimism that lifting refined petroleum products from Dangote refinery will moderate transportation costs and significantly support the easing of food price pressures in the short to medium term.

“This is also expected to moderate foreign exchange demand for the importation of refined petroleum products, with a positive spillover on external reserves and an improvement in the overall balance of payment,” part of the statement read.

However, with inflation now on an upward movement, analysts have said that the MPC may maintain its hawkish stance.

Analysts at Afrinvest said the MPC faces a difficult decision given the recent re-inflationary signals in major external economies, an uptick in domestic price levels, weaker Purchasing Managers’ Index readings, bureaucratic hindrance to Dangote’s supply of PMS locally, fiscal deficit build-up, and the sustained expansion in money supply (M3, the broadest measure of money supply, increased by 1.6 per cent m/m to N109.0tn in September).

In the latest PMI data released by the CBN for October, the composite PMI weakened to 49.6 points from 50.5 points in September, halting two consecutive months of broad-based expansion in the business environment.

The underwhelming composite PMI print was driven by mixed outcomes across the three industry constituents – Industry sector PMI contracted to 49.3 points from 49.7 points, Services sector PMI stagnated at 50.0 points, while Agriculture sector PMI expanded albeit at a slower pace to 50.3 points from 51.4 points the prior month.

“We note that the contraction in Industry PMI was stoked by downbeat performance across key metrics, including New Orders (49.7), Employment (48.7), and Stock of Raw Materials (49.2). Among the 17 subsectors surveyed, Food, Beverage, and Tobacco products recorded the sharpest contraction, reflecting the dual shock of households’ depleting purchasing power and negative exchange rate movement on production cost (NGN/USD lost eight per cent m/m to ₦1,671.32/USD at NAFEM window in October),” the weekly report indicated.

The analysts noted that weak PMI data, inflation at 33.88 per cent, energy price increase (+2.2 per cent m/m), foreign exchange volatility and fiscal pressures also intensifying, with the national debt profile hitting N134.3tn in H1 (approximately 52.0 per cent of GDP) with further possibility of exceeding N150.0tn in 2025, given the N13.5tn deficit projection in the Medium Term Expenditure Framework will be developments for the MPC to consider to arrive at a decision.

In the domestic economy, rising inflation will be a key factor influencing the committee’s decisions, alongside heightened fiscal spending and the ongoing naira depreciation in both official and parallel markets.

“These considerations will likely shape the policy response, as the committee seeks to balance price stability with the fiscal pressures stemming from expanded public expenditures. Despite elevated fixed-income yields, investors continue to demand higher returns, intensifying pressure on the monetary landscape.

“We expect the MPC to focus on price stability and exchange management, given the persistent upward trend in headline inflation. The committee is likely to adopt a hawkish cool stance, opting for a rate hike to curb inflationary pressures, stabilize the Naira, and sustain investor interest in Nigeria’s fixed-income instruments.”

The Meristem analysts projected that the MPC will hike MPR by 50bps to 27.75 per cent and retain all other indices.

Zelensky said he had a “constructive exchange” with Trump during their phone conversation after his victory in the US presidential election.

He did not say whether Trump had made any demands regarding possible talks with Russia, but said he'd not heard anything from him that was contrary to Ukraine’s position.

The situation on the battlefield is difficult, with Russian forces making advances, Zelensky said.

He said US legislation only allows him to meet with Trump after his inauguration in January.

Trump and Zelensky have long had a tumultuous relationship. Trump was impeached in 2019 over accusations that he pressured Zelensky to dig up damaging information on the Biden family.

Despite years of differences, Trump has insisted he had a very good relationship with Zelensky.

When the pair met in New York in September, Trump said he “learned a lot” from the meeting and said he would get the war "resolved very quickly".

Trump has yet to divulge how he intends to end the war.

His Democratic opponents have accused him of cosying up to Russian President Vladimir Putin and say his approach to the war amounts to surrender for Ukraine that will endanger all of Europe.

But German Chancellor Olaf Scholz, who spoke with Trump following his election win, told German media that the incoming US leader had a "more nuanced" position on the war than was commonly assumed.

Scholz told the Süddeutsche Zeitung newspaper that his call with Trump was “perhaps surprisingly, a very detailed and good conversation”.

Earlier this year, the US House of Representatives approved a $61bn (£49bn) package in military aid for Ukraine to help combat Russia's invasion.

The US has been the biggest arms supplier to Ukraine - between February 2022 and the end of June 2024, it delivered or committed weapons and equipment worth $55.5bn (£41.5bn), according to the Kiel Institute for the World Economy, a German research organisation.

The local production of Premium Motor Spirit, otherwise known as petrol, by Dangote Refinery, Port Harcourt Refining Company and others in Nigeria is not going to change the pump price of the commodity, the Nigerian National Petroleum Company Limited has said.

The NNPCL’s Group Chief Executive Officer, Mele Kyari, who disclosed this during an interview on Arise television in Abuja on Thursday, stressed that the notion that petrol prices would reduce once the country starts domestic production was false.

Kyari confirmed that the Dangote Refinery, which was inaugurated on May 22, 2023, by former President Muhammadu Buhari, would start pushing out products by the end of July and early August.

He also stated that the Port Harcourt Refinery would be delivered by the end of the year, adding that the facility was expected to further boost local production of petrol.

But Kyari declared that despite the volume of petrol being expected from these facilities, the cost of the commodity would not reduce, regardless of the fact that the product was produced locally.

“There is a notion that if the product is processed locally, prices will reduce. Let me make it clear that it is not going to change anything. If you produce locally, the refineries will also input the cost of production and other things and it will be sold at the current price.

“There will also be no subsidy when local production starts because there is no cash-to-back subsidy, this country no longer has the resources to continue with subsidy,” Kyari stated.
