A referendum that will dissolve the 1999 constitution to pave the way for total regional autonomy remains the only way to genuine lasting peace and national progress....

Regional autonomy is dead and buried. Minority tribes won't accept it particularly in the north, they wouldn't have a sense of belonging. A stronger local government autonomy will bring the needed development.
