You will need a copy of the form (black for men) and help your dad to fill it. The tricky part with the fingerprint part is ensuring that it is clear and that there are no ink stains. Also please use black ink.

Affix his passport photo and forward the completed form with his international passport biodata page to the contact there for processing.

Approval or rejection level.
If you get approval,your file will be transferred to NVC national visa centre. 2013+13, by 2026 normally ceteris paribus.
But if Trump wins reelection, he wants to kill all family categories especially F4. If Democrats wins, they wants to remove the annual numerical limitations,so that 13 years might not be so.

I think @desmond28 should continue his F1 process. If he adds the child (and the mother, for obvious reasons since they cannot be separated at this stage of their lives) then by law the case automatically becomes F3 and he will need to wait till his PD becomes current on F3.

If he continues the process as is, and he successfully gets his visa, he can immediately file for the baby and the mother as soon as he gets into US. They should join him within 2 to 3 years. He can check his PD on the VB for an idea of when his PD will become current on F3. Continuing with F1 is better than waiting in F3 in my opinion.

Lastly family is important, maybe his best bet is to move the process to F3 which is the best option for the whole family.

The choice is his to make.

Hello Desmond28, congratulations on your new born baby, that said, if your case is still in nvc stage please contact them with your new born baby birth certificate. And if your case is in embassy already, you’ll need to contact them with the birth certificate.

Please get an Attestation of Birth from the NPC office at Surulere. The birth certificate will not suffice and NVC might not tell you. Please try all you can to avoid 221g (Administrative Processing). My humble advise.

You're restricted to 6 months from the date of issue of the visa to travel to the nearest POE barring which you would be required to pay for reissuance of your visa and possibly do another medicals.
