The postpaid meter gives you a reading which you can compare progressively but with estimated billing you're given any amount as your consumption for a particular period

Everything is skewed against the consumer in Nigeria, there's never been any penalty for estimated billing and non provision of meters (prepaid and postpaid); even non adherence to their own SLAs etc. Just look at every type of consumer services provided in the country
