Russia does not view Ukraine as a country, Putin has stated this a few times. Russia views Ukraine as Russian, but like a little brother, very condescending to Ukrainians.

Also Putin is afraid of Ukraine, very afraid. if Ukraine becomes a successful free democratic country, Putin's lies will be exposed to all Russians. Putin has stated the West is as corrupt as Russia therefore Russians do not need to embrace Western world. yet Putin has nothing to offer his own citizens. to complain about Putin today will result in a fine or more...
