The regions were mere administrative units with no autonomy from the centre. These military governors were answerable to the Military head of State. This act of Ironsi's was indeed the real end of regionalism.

Ironically, it cost him his life as that decree led to the riots that ended in the June 66 coup.

There is a copy of decree 1966 law which was made, from page 1 to the last page, I have all the copy, I wanted to upload it here but its too large now, Ironsi abolished regional and gave law that central controls and all are under federal republic which he unified it and abolished state rule.
