Oga let us stop playing smart here. He abolished regions in Name and called them a collection of provinces which will be ruled by a provincial administrator. The idea behind this was to limit the tribalism that was accustomed to regionalism and ensure a greater assimilation because ironically the regions were made up of provinces. So in hindsight he didn't remove regions only in name did he abolish regions.
