Hmmmm..... Why don't we try to find out about something before jumping to conclusions.

I did a research about this program and why applicants should make payments before applying.

This project is a PPP project and the fee is to ensure it doesn't fail. Even if there's a change of government in 2019, the program will still survive as it doesn't have to depend solely on the government.
It was even stated on the site what the money will be used for.
It's not like the government passed any bill for this program.

And for those who feel the mode of payment is not secured, paystack and Etranzact BankIT are secured payment mode. The url redirects out of the site to the payment gateway, therefore your details is secured.

Kudos to Obasanjo for such initiative, am sure most don't even know this program existed since 2007.
