Ukraine didn't have a chance to build stationary and even mobile military infrastructure. You can see from the Israel vs iran round 2 conflict that happened recently. Israel have more mobility infrastructure more than stationary, and iran has more stationary infrastructure than high mobility infrastructure. Russia has both.
