Ekiti State Governor, Mr. Ayodele Fayose has said that he was not surprised by the comment from the President of the World Bank Group, Jim Yong Kim that President Muhammadu Buhari directed specifically that the World Bank should shift its focus to the northern region of Nigeria, maintaining that “the President has never hidden the fact that he is a sectional leader and painfully, because of his nepotism, religious bigotry and favouritism, Nigeria is now more divided than ever before, with the unity of the country being threatened.” The governor, who spoke through his Special Assistant on Public Communications and New Media, Lere Olayinka, asked; “Is the comment from the World Bank President different from the 97 percent/5 percent formula of President Buhari?” He said; “When a President open his mouth and say that constituencies that gave him 97% votes cannot in all honesty be treated, on some issues, with constituencies that gave him 5% votes, lovers of unity in the country should have raised the alarm and alerted the world of the danger of having a nepotistic president, and I warned then but other Nigerians that should have raised their voice, kept mute.” President of the World Bank Group reportedly said, “You know, in my very first meeting with President Buhari, he said specifically that he would like us to shift our focus to the northern region of Nigeria and we’ve done that. Now, it has been very difficult. The work there has been very difficult.” Governor Fayose, in his reaction said; “Once again, the fact that President Mohammadu Buhari is an ethnic champion, a religious bigot and the number one promoter of disunity in Nigeria was brought to the fore by the President of the World Bank Group, Jim Yong Kim. “Nigerians should be reminded that on August 15, 2015, less than three months in Buhari’s government, I raised the alarm that he (Buhari) was operating as a president of the Northern Nigeria only. Then, I described steps taken by the president since May 29, 2015 as tainted in ethnic and tribal colouration and inimical to the unity of Nigeria. “I also descried President Buhari’s Nothernisation of Nigeria and said that the appointments made by the President negated the principle of federal character. Then, we were told that the President made the appointments on merit and I asked whether there were no competent people in the All Progressives Congress (APC) in the Southern part of Nigeria. “Now, with the President of the World Bank Group, Jim Yong Kim, telling the world that President Buhari gave specific instruction that the bank should shift its developmental efforts to the North, is anyone still in doubt as to the fact that President Buhari does not see himself as the President of the entire country, Nigeria?” While reminding Nigerians of his earlier warnings that Buhari was a sectional leader, Governor Fayose said; “Those politicians, who painted the picture of a changed President Buhari to Nigerians before the 2015 presidential election, should remember that I warned that he (Buhari) can never change from an ethnic champion to a nationalist. “As a Military Head of State, Buhari cancelled the Lagos Metroline Project at a loss of over $78 million (then) to the Lagos tax payers. For terminating the contract, $500 million, which was almost enough to complete the project, was paid as fine to the foreign company handling the project. “Would Buhari have stopped that project that would have resolved the transportation nightmare Lagosians are facing today, if it were to be in Kano? “When Fulani herdsmen were killing Nigerians in the South and North-Central states of Benue and Plateau, President Buhari, who is the Patron of Miyetti Allah Cattle Breaders Association simply kept mute. Not even the killing of over 1,000 Agatus in Benue State got the attention of the President. “The same President Buhari, who led a delegation of Arewa leaders to Ibadan on October 13, 2000, to confront the then Governor of Oyo State, Late Alhaji Lam Adesina over alleged killing of Fulani Herdsmen in Saki, Oke Ogun Area of the state, has never raised his voice against the killings, raping and destruction of farmlands by Fulani herdsmen.” Describing President Buhari as the number one threat to the unity of Nigeria, the governor said; “Painfully, because of President Buhari’s nepotism, religious bigotry and favouritism Nigeria is now more divided than ever before, with the unity of the country being threatened. “The father figure of this country is President Buhari and if his language does not represent unity, there will be agitations like we are witnessing now. “I therefore reiterate my commitment to the call for full and total restructuring of Nigeria through dialogue and negotiation. “It is my position that for Nigeria to move forward and in unity; there must be no sectionalism, there must be no oppression and there must be justice and equity. All these cannot be guaranteed by President Buhari as he has continually demonstrated that he is a President for the Northern part of Nigeria only.” The governor promised to rule Nigeria with fairness when he becomes President, saying; “Unlike President Buhari, I am a complete detribalized Nigerian, who treats all the people of Nigeria equally, not minding tribe and religion. …say enemies deploy drug abuse as political weapons to smear the north …allege wicked traders still infiltrating North with counterfeit drugs despite red flags … demand closure of open drug markets in 19 northern states By Soni Daniel, Northern Region Editor In a rare confession, the Coalition of Northern Groups, yesterday, raised the alarm that the North had become the highest consumer of hard and substandard drugs capable of causing untold social, economic and political crisis to the region The startling revelation is contained in a mail released by the Spokesman for the CNG, Abdul-Azeez Suleiman, entitled: “Persistent proliferation of Northern Pharmaceutical Markets with Drugs of Abuse” and made available to Saturday Vanguard. Although the group did not name those responsible for flooding the North with hard and fake drugs, the Spokesman, accused the perpetrators of using hard and counterfeit drugs as a political weapon to smear the North. The CNG lamented that the persistent flooding of the region with fake and hard drugs had continued despite its demand as contained in its ‘Kaduna Declaration’ that certain aspects of drug distribution in the north be reviewed by the respective states. For this reason, the CNG called for immediate closure of all open drug markets in the North, the empanelling of task forces to deal with the dealers of fake and hard drugs and the revocation of the land titles of the masterminds across the region. The group said, “Worried by the recent disturbing revelation by the Senate of the Federal Republic that not less than three million bottles of codeine are consumed daily in Kano alone, the Coalition of Northern Groups CNG, wishes to remind the 19 northern governors of its demand for the total closure of all the open drug markets operating in Northern Nigeria. “The expectation was that by now, at least the few governors with the welfare of their people at heart would have commenced the closure of these dangerous drug markets and the immediate implementation of the National Drug Distribution Guidelines (NDDG) as contained in the 2nd Edition 2012 developed by the Federal Ministry of Health which did not include the Co-ordinated Wholesale Centres (CWC) which is the guideline that provides a distribution channel in consonance with the national drug policy and the implementation of which is empowered by the Constitution of the Federal Republic of Nigeria. “It is also expected that all the states in northern Nigeria should by now have commenced the establishment and strengthening of the state task force on counterfeit, fake drugs and unwholesome processed foods, revoking all land titles where drugs are being sold and reviewing the laws to provide stiff penalties for offenders. This should be followed up by the implementation of health insurance scheme at all levels and making the drugs available at the health centres in northern Nigeria to help eliminate nefarious activities. “CNG is worried that months after it gave this as one of the conditions for the review of some aspects of the Kaduna Declaration, the infiltration of northern pharmaceutical markets with fake, substandard, adulterated and hard drugs by some wicked traders persists. “Recall that CNG had pointed out that the existence of open drug markets, like that of Sabon Gari, in Kano, provides a convenient outlet for the sales of drugs of abuse, stolen drugs, and drugs banned internationally or donated to countries or procured by the government for citizens but stolen (case of Azithromycin donated to Niger Republic). “Over N4 billion worth of fake, substandard and drugs of abuse was confiscated and destroyed by regulatory agencies in Kano within three years from April, 2012 to April, 2015.This was from only one state out of the States in Northern Nigeria. “We are concerned that sales of fake, substandard and drugs of abuse have health, political, economic and security implications as follows and should be discontinued without further delay. “We are worried that while the north is the largest consumer of such products, its economic involvement is less than five percent of the total market value with the rest hijacked and monopolized by people from the other sections of the country,” CNG said. |

Chad has withdrawn hundreds of troops from neighbouring Niger, where they were helping local forces fight Boko Haram Islamist militants, humanitarian sources and officials said. The pull-out over the past two weeks could weaken a region-wide struggle against the militants who have killed tens of thousands of people, forced many more to flee and triggered a humanitarian crisis. There was no immediate explanation or comment from defence officials in Chad. The move came a month after the vast central African country complained about an unexpected U.S. travel ban imposed on its nationals. Chad warned at the time the order could affect its security commitments, which include its involvement in the U.S.-backed fight against Boko Haram. Residents said the withdrawal had already had an impact on Niger’s Diffa region, which has seen a string of attacks by Boko Haram militants crossing over from their base in neighbouring Nigeria. Ibrahim Arimi from the border village of Bosso said banditry had increased since the Chadian troops started leaving and he had been temporarily moved to another village for safety. Diffa parliamentarian Lamido Moumouni said residents had started complaining “They have come to rely on the forces so there is a perception that security will be lacking,” he said by telephone. At its peak in 2016 after an attack in Bosso, Chad had 2,000 troops in Niger to help counter Boko Haram although security sources said this has fallen since. Boko Haram has attacked Chad, Niger and Cameroon from its base in northeast Nigeria. Its eight-year bid to carve out an Islamist caliphate has driven millions from their homes, no fewer than 200,000 of them are now based in Diffa, with little prospect of returning home. Thousands of them are camped alongside an unfinished highway in the middle of a barren savannah with few resources. Chad’s soldiers also occupy front-line positions in a peacekeeping force in northern Mali. Analysts say falling oil revenues after the price crash in 2014 has also sapped Chad’s appetite for expensive regional security commitments. In a press release he made available to newsmen, Obigwe blamed the opposition parties for the false alarm that created panic in the minds of the people over the military medical outreach exercise. His words “Anambra opposition parties are only interested in using the security agents to rig the forthcoming November 18th election hence the reason why they don’t want them to be seen as harmless friends of the people”, he said. Recall that Nigerian Soldiers were accused of forcefully injecting monkey pox to pupils in various schools in the bid to exercising their medical responsibilities of Operation Python Dance 11. An allegation well disproved and denied by the Nigerian Army yesterday. However, Obigwe commended the swift response of Governor Obiano’s administration that helped to douse the tension in the State, added that the Governor lived up to the expectations of the people of the State with his professional actions. Obigwe also said that the medical outreach initiated by the military in fulfillment of their social responsibility deserves commendations. Speaking further Obigwe said, “Fishing the culprits out and prosecuting them before the law Court will serve as a deterrent to false rumour peddlers. “In view of the forthcoming November 18th election, it is necessary that security measures are in place to checkmate false alarm in the State to enable electorates to come out en mass on the Election Day to exercise their democratic franchise without fear of molestation”, he said. The National Coordinator APGA Media Warriors Forum cautioned opposition parties who might be related with the blackmail and charged them to play good politics rather playing irresponsible opposition games channeled incessantly to blackmail the working administration of Governor Obiano to score cheap political points against him. He said “what the oppositions want to achieve with their latest blackmail was to create fear in the minds of the electorates, so that on Election Day the people of the State will be afraid to resist their rigging plot.” Obigwe advised law abiding people of the State to see security agents as their friends saddled with the responsibility of protecting them and not to harm them. He also advised them to get ready to troop out en mass on November 18th to use their voters card to appreciate the good works of Governor Obiano in the State. Majority of the 1.8 million internally displaced persons in Borno State said they are still scared of going back to their communities months after the military liberated them from Boko Haram control, a new study by the Norwegian Refugee Council, NRC, reveals. Tagged “Too Scared to Return”, the report says its findings “are undisputable”. “When 86 per cent of people tell us they aren’t ready to go home yet, we must listen. This cannot fall on deaf ears,” warned Jan Egeland, NRC Secretary General, who is currently visiting Nigeria. “People must decide to return of their own free will. Coercing communities to move home is a deadly recipe set to worsen the conflict.” The report comes at a time when about a dozen persons from Bama Local Government Area, one of the largest communities displaced by Boko Haram, are being held in prison custody as they face trial for leading IDPs to stage a street protest asking government to allow them return home. The NRC said it sought the opinion of 27,000 people in the research which it said was one of “the largest pieces of research carried out on the displaced population.” Mr. Egeland said “60 per cent of people who are unwilling to return home in the immediate future cite insecurity as the main reason for staying put. Attacks against civilians are on the rise, and communities feel scared.” “The Nigerian military recently gained ground in the fight against the Islamic extremist group Boko Haram. In response, the armed group has stepped up attacks on soft targets, including markets and sites sheltering displaced people.” The report noted that many officials in Nigeria’s government are keen to see communities move back home “While the end game is for communities to return home, the unfortunate truth is that pushing people back now will have harmful consequences,” said Mr. Egeland. “An overwhelming 85 per cent of people living in formal camps tell us they feel safer there than where they were before, despite the deplorable attacks on camps.” “Today I met a woman in Monguno town who fled her village two years ago after Boko Haram set it ablaze. She’s eager to bring her six children home, but she told me it’s too soon, that the armed group are still present.” The report based on research largely carried out in September this year also stated that some of the IDPs would still insist on remaining in the city even if the Boko Haram insurgents are totally wiped out. “Even if the security situation improves, half the displaced people interviewed say their houses were destroyed in the conflict,” the report said. “About 48 per cent of people interviewed do not have information about the current state of their homes, indicating that this figure could be much higher,” added Mr. Egeland. The report recommends measures needed before Nigeria’s displaced can return home. “Firstly, the overall security situation must improve so communities feel safe. In addition, resources must be channelled into rebuilding homes and re-establishing livelihoods. It is important that displaced communities are involved in developing these programmes. “People need a roof over their heads and the prospect of making a living, if they are to have any chance of rebuilding their lives,” said Mr. Egeland. “We are ready to work with the government to help displaced Nigerian’s return home. But movements must be voluntary, safe and informed.” The Boko Haram insurgency, according to a recent situation report by the NRC, has left “8.5 million people (in) need (of) humanitarian assistance in Nigeria. About 80 per cent of the internally displaced are in Borno State, with over half living outside of camps in local communities. Some 220,000 people have fled to Cameroon, Niger and Chad; while 5.2 million people are food insecure in northeast Nigeria. An estimated 450,000 children are suffering from severe acute malnutrition; while 20,000 people have been killed since the start of the conflict 8 years ago. Over 4,100 cases of suspected cholera and 56 deaths have been reported.” The report says at least 57 per cent of schools in Borno State are still closed due to conflict. The challenges of managing the humanitarian conflict is still enormous because the $1 billion 2017 global aid appeal for Nigeria is only funded by 64 per cent. |
