The Philippines has refused a cheaper Russian helicopters due to the US sanctions imposed on Russian military exports.

They rather decided to buy 16 UH-60 Black Hawk multipurpose helicopters from the American Sikorsky Aircraft Corp for $240 million.

The minister said that the contract for the purchase of 16 American Black Hawk helicopters will be signed early next year, despite the fact that Russia offered the lowest price

Brian Hook the U.S. special representative to Iran has urged the European Union to impose new sanctions on Iran's ballistic-missile program, calling it a "grave and escalating threat."

Hook made this appeal shortly after U.S. Secretary of State Mike Pompeo made a statement condeming Iran's testing of a medium-range ballistic missile" which is capable of carrying multiple warheads" and striking parts of Europe and the entire Middle East.

The death toll in California's deadliest wildfire was revised downward to 85 and the number of people believed missing dropped again to 11, down from a high of more than 1,200 about two weeks ago, officials said Monday.

The number of dead was revised from 88 after DNA tests on remains by the coroner's office, Butte County Sheriff Kory Honea said late Monday in a televised press conference.

No new human remains have been found since last week, Honea said, but the search for remains is expected to continue Tuesday, he said.

The humanitarian crisis in Yemen, already the world's worst, will deteriorate in 2019, the UN said Tuesday, warning that the number of people needing food aid is set to jump by four million.

The World Bank on Monday unveiled $200 billion in climate action investment for 2021-25, adding this amounts to a doubling of its current five-year funding.

The World Bank said the move, coinciding with a UN climate summit meeting of some 200 nations in Poland, represented a "significantly ramped up ambition" to tackle climate change, "sending an important signal to the wider global community to do the same".

Developed countries are committed to lifting combined annual public and private spending to $100 billion in developing countries by 2020 to fight the impact of climate change — up from $48.5 billion in 2016 and $56.7 billion last year, according to latest OECD data.
