the attention of the Nigerian Air Force has been drawn to the latest video released online by the Boko Haram Terrorists (BHT) group alleging the killing of some of the abducted Chibok school girls by Nigerian Air Force fighter jets. It is pertinent to state that the video is not only a ruse but another mischievous effort by the dying sect to draw public attention to itself. Whereas the video showed a cross section of the abducted girls and an airborne aircraft, it provided no evidence that the supposed casualties were as a result of any air to ground attack. More so, there is sufficient evidence to believe that the casualties were arranged as the positioning of the bodies clearly defiles any natural setting of a location that has undergone aerial bombardment. Besides, the impact and accompanying degree of damage to the bodies would have been more, were they to have died from air strike. It is therefore clear that the video is a make-up story to discredit the NAF, and more importantly, a deliberate effort to weep up sentiment among the public in order to dissuade and discontinue the use of airpower which has proved very effective as the major determinant factor in the successes recorded in the ongoing counterinsurgency operations in the North East.

The NAF has put-in place a number of measures to avoid the incidence of collateral damage. To this end, considerable effort is committed to undertaking Intelligence, Surveillance and Reconnaissance (ISR) missions, both day and night, to ensure that only legitimate military targets are engaged. Besides, NAF ISR platforms carry highly sophisticated equipment on-board which are able to provide pin-point accurate intelligence about target location and description as depicted in the enclosed video on our ISR operations. And where there are doubts about target status, we do not undertake strike missions. In any case, the NAF, being a professional fighting force, has not and will not engage in unprofessional practices in discharging its statutory duties.

The NAF will like to assure Nigerians, living within the vicinity of its operations, of their safety. While urging them also to disregard the BHT video as a mere propaganda, the NAF wishes to use this opportunity to restate its commitment to restoration of peace in the North East and other troubled areas in the country.

THE Federal Government through the Central Bank of Nigeria, on Tuesday, imposed stamp duty of N50 on bank customers for money received into their accounts.

Consequently, bank customers will henceforth pay N50 stamp duty for money received into their accounts via electronic transfer, cash and cheques.

This order was contained in a circular to all Deposit Money Banks and Other Financial institutions titled, Collection and Remittance of statutory charges on receipts of Nigeria Postal Service under the Stamp Duties Act”.

The CBN stated, “As part of efforts to boost its revenue base, the federal government of Nigeria is exploring revenue opportunities in the non-oil sectors especially taxes and rates. It is in recognition of this fact that banks and other financial institutions are enjoined to support government’s revenue drive through compliance with the provisions of the Stamp Duties Act, LFN 2004 as reinforced by the court judgement in Suit No FHC/L/CS/1710/2013. In this regard, the CBN pursuant to the provisions of its enabling laws, hereby issues this circular to all DMBs other financial institutions:

“With immediate effect, all DMBs and other financial institutions shall commence the charging of N50 per eligible transaction in accordance with the provisions of the Stamp Duties Act and Federal Government Financial Regulations 2009, that is, all receipts given by any bank or other financial institution in acknowledgment of services rendered in respect of electronic transfer and teller deposits from N1, 000 and above;

“For all avoidance of doubt the following receipts are however exempted from imposition of stamp duties: payments of deposits or transfer by self to self whether inter or intra bank; and any form of withdrawals/transfers from saving accounts;
It should be noted that these charges are only payable by receiving accounts;

“Each DMB shall open an account designated as NIPOST Stamp Duties Account into which all charges collected shall be paid. The balances in such accounts shall be transferred monthly by the DMBs to CBN NIPOST Stamp Duty Collection Account No. 3000047517;

“Other financial institutions shall remit their Stamp Duty collections to any DMB of their choice.”

he Federal Government’s 2016 Budget details have finally been published. Well, it depends on what and whom you believe; if you’re one of those who believe words emanating from the lie-painted balconies of Aso Rock and/or the National Assembly, you would most definitely be in company of more than 500 men and women (including the President) himself who after embarrassing the country with the news of a “Missing Budget” have decided to take things a few notches higher, to what one can only most recently find in the propagandist and disinformation era of the Soviet Union in the days of Lenin and Stalin, by declaring that we have “two different budgets”.

That being said, I do not view from Aso Rock or the National Assembly, as I think it is filled with a bunch of “Taradiddles” – I view from the website of the Budget Office where a 1,810-page document was posted with the title “Consolidated Appropriation Bill Details 2016”.

“Fellow Nigerians,” the 2016 Budget totals 6,077,680,000,000; 4,475,290,000,000 is the total Recurrent Expenditure, while 1,602,390,000,000 is the total Capital Expenditure. In the coming days, weeks, or even months (it depends on how the spirit leads) I’ll be doing a series on the budget, highlighting areas I think will interest you—let’s say areas I see prospects of being conduits for corrupt dealings, areas I think we should focus more on, and some funny in-betweens.

THE PRESIDENCY

I’ll begin this series with the Presidency. The amount budgeted for the Presidency stands at 39,124,978,811; 19,969,489,292 goes to Recurrent Expenditure while 19,155,489,519 has been set aside for Capital Expenditure.

So as not to confuse the reader, I’ll like to make it a point of note, that the Presidency doesn’t just mean the Office of the President and that of the Vice President. There are numerous agencies that find themselves under the Presidency and they are as follows: State House HQTRS, State House Operations (President, Vice President), Office to the Chief of Staff to the President, Office of the Chief Security Officer to the President, State House Medical Centre, State House Lagos Liaison Office, Office of the senior Special Adviser to the President-MDGs, NIPSS, BPE, NEMA, EFCC, BPP, NEITI, NAEC and Office of the Chief Economic Adviser to the President. I’ll pick items from these agencies to analyse (Note that I might not pick from all agencies).

One thing I noticed under the budget for the State House HQTRS is that 1,832,558,638 is budgeted for ‘Rehabilitation/Repairs-Electricity’. What I want you to understand about this amount is that in the budget of the National Rural Electrification Agency, approximately same amount can be used to electrify 121 communities in Nigeria; 23 communities in Ondo, 15 communities in Lagos, 30 communities in Ogun, 6 communities in Bauchi, 27 communities in Benue, 5 communities in Anambra and 15 communities in Enugu. But yet, this huge sum is what will be used to rehabilitate and repair electricity at the State House HQTRS.

The State House HQTRS also plans to spend 5,746,755,700 to repair and rehabilitate office and residential buildings. As usual, let’s put this into perspective; the Rivers State government House, which is arguably one of the best government houses in sub-Saharan Africa, cost approximately 4,000,000,000 to build and equip. let us also not forget that the State House HQTRS is ‘Repaired/Rehabilitated’ yearly.

There also seems to be a really wonderful relationship between the drafters of the State House HQTRS budget and expensive “Cable connections”. They plan to spend 322,421,971 for the “Linking of Cables to Driver’s Restroom at Villa Admin”. I have never been to the Villa, neither have I been to the “Driver’s restroom at Villa admin”, but they must be watching some pretty interesting shows there (that’s if the cables are meant for cable tv), probably why the drivers are always in a hurry when on our roads, they most definitely want to catch up to a new episode of “Chai! Chai! Diaris god o”. Well, it doesn’t end there. There is also a provision for the “Linking of Cables from Guesthouse NO.9 to Generator House” I have no idea what this is, but a whopping 213,873,953 was budgeted for it. You are probably wishing you were a ‘cable’ right now, but I’m sorry, you aren’t.

On a lighter note, I find it quite befuddling that the total budget for the Vice President (321,797,095) is just a few millions more than ONLY the “Honorarium/Sitting Allowance” for the President (307,644,034). I’m also amused by the fact that the drafters of the budget found it necessary to budget for “Books” for the Vice President, but none for the President. Maybe the President doesn’t read.

The State House Medical Centre budget seemed to be properly made and was going well, till I stumbled upon an item that kept me confused. “Additional Earth Fillings at the Recently Acquired at SHMC” Err don’t ask me what I mean, because that’s exactly what was put in the budget. Despite the line item not making any sense whatsoever, 77,580,000 was earmarked for it. I hope they “amend” that part and probably correct the typo, that’s if it is actually a typo in the first place.

For the Office of the Special Assistant to the President-MDGs, the total budget is put at 124,115,498 which us all meant for Recurrent Expenditure. A calculation of every item on the list puts the total at 110,514,762 which when compared to the total amount being said to be budgeted, leaves a difference of 13,600,736 unaccounted for. Although 13,600,736 might look like a small amount, it shouldn’t stop us from asking where that amount will end up and for what purpose.

In 2015, the NIPSS budgeted 25,545,096 for “Rehabilitation/Repairs-Housing”. In the 2016 budget the President presented to the Senate, that figure was jacked up by over 500% to a rather outrageous 134,353,377. In a period where the President and his team have continued to preach “austerity” and have asked citizens to “tighten your belts”, some figures displayed in the 2016 budget seems more like an insult to Nigerians, with the 500% increase in the line item mentioned above being one of the mildest, of the numerous intelligence/common-sense targeted insults.

One thing that I don’t quite understand with this budget, is why the National Institute For Policy And Strategic Studies (NIPSS) will budget the sum of 294,460,000 for “Research and Development”, more than what the Defence Industry Corporation of Nigeria (DICON), an agency whose mission borders on the manufacturing of arms and ammunitions for our security forces. This shows how poor our “Policy” makers (probably the job of the NIPSS in the first place) are.

The budget for the National Emergency Management Agency (NEMA) is put at 1,344,510,145. Note that NEMA says its mission is “to coordinate resources towards efficient disaster prevention, preparation, mitigation and response in Nigeria.” When you read this mission statement and compare with the numerous disasters and the amount given to this agency, it paints a very nice picture of a country that knows what to do, right? But here’s the thing; the capital expenditure from this amount is just 499,297,941. At this point you’re wondering what this amount can achieve considering the task NEMA is saddled with. Now here’s the bombshell; the 499,297,941 set aside for Capital Expenditure was budgeted for “Construction/Rehabilitation of Office Buildings” that’s it! Annoyed yet?

This government has put the fight against corruption on the front burner, and it seems to be the only thing they want to do, even at the detriment of other areas of national development. From the vigour with which this government has pursued alleged corrupt individuals (accompanied by impunity and disregard for the judiciary and the rule of law), you would expect the budget of the EFCC to reflect this stance.

With a budget of 11,222,214,471, a 25% increase from the budget of the previous administration, I felt we were on track. But like I’ve come to see in this 2016 budget, we are very far from the stadium, let alone the track. First, the EFCC plans to spend as much as 407,159,103 for “Local Travel & Transport: Others”, 2,550,003,881 for the “Purchase of Office Buildings”, a separate 77,912,910 for the “Construction/Provision of Office Buildings” and 220,600,000 for the “Purchase of Motor Vehicles”. As ridiculous and hope sapping as these items may seem, nothing beats their lack of thinking than the fact that a meagre sum of 111,043,392 was what was set aside for “Legal Services”. How does the EFCC plan to get the best lawyers, fund, pursue and get good results from cases against politicians and public office holders accused of corruptly enriching themselves with monies running into billions of Naira with this budget? The truth is that, they can’t. The budget for the EFCC is just as unserious and uninspiring as this government.

Fellow Nigerians, the Bureau for Public Procurement with a total budget of 1,951,945,646, and a capital expenditure of 935,576,570 has decided to spend 559,189,312 on “Computer Software Acquisition”. That is over 3000% (Three thousand percent) increase from what was budgeted for same item in the 2014 budget, and almost 700% (Seven hundred percent) increase from the 2015 budget. If this isn’t a waste of public funds and an avenue for corrupt dealings, in a period of low oil prices, I do not know what is.

Well, we’ve come to the end of the first part of this budget series which focused on the Presidency. And as you anticipate the next piece in this series, and try to make sense of this government and what they stand for, let me leave you with a little information that is “terrifyingly alarming” as someone put it: N40, Forty Naira, that is the amount budgeted for the “Rural Electrification of Umuezeala-Nsu, Ehime Mbano LGA, Imo”…It is put as item NREA0101021037 under the National Rural Electrification Agency. The whole world is alerted to the new Gestapo by masked ‘military’ men working for the APC and invading communities in Rivers State.

As at this time about 20 military trucks with fully armed masked men are invading communities in ONELGA and arresting villagers and innocent people suspected to be PDP members.

Kreigani and Aligu communities have already been sacked. The Divisional Police Officers for Omoku and Egi as well as the Mopol Unit Commander claim not to be aware of who authorised the invasion. The true identities of the invaders are still unknown. The entire local government area is now in pandemonium.

Just recently, after the last visit of the Minister for Transport to Rivers State, masked men claiming to be Security men have invaded several communities and burnt properties worth several millions of naira. Deaths have also been recorded in these operations.

This is the second invasion of ONELGA. PDP members have come under attack in Abonnema, Ogu/Bolo, Buguma, Port Harcourt, Gokana, Obio Akpor, Emohua, Abua local government areas among others.

The APC in Rivers State has a death squad and it does appear that the Security Services are backing them. The lives of Rivers people are under threat. Anarchy is being invited.

The hard and soft copies of the 2016 budget documents President Muhammadu Buhari handed over to the National Assembly on December 22, 2015, have been declared missing, PREMIUM TIMES can authoritatively report.
The Nigerian Senate was scheduled to commence deliberation on the proposed budget Tuesday (today).
But Senate Leader, Ali Ndume, shocked lawmakers at a closed-door session, when he told them the budget documents had been stolen, people familiar with the matter told PREMIUM TIMES.
Mr. Ndume, our sources said, explained that deliberation on the budget could therefore not begin until fresh copies of the documents were obtained from the presidency, the Ministry of Finance or that of national planning.
The Chairman, Senate Committee of Appropriation, Danjuma Goje, was subsequently mandated to lead a search for the documents and liaise with the presidency, the Senior Special Assistant to the President on National Assembly Matters, Ita Enang, and the national planning ministry on the matter.
The Senators also resolved that the matter be kept under wraps, saying making it public could embarrass the presidency, the National Assembly and the country.
Our sources said senators of the Peoples Democratic Party accused the presidency of being behind the theft of the documents, an accusation rejected by their All Progressives Congress’ counterparts, who reportedly said it was too early to speculate.


Some lawmakers told PREMIUM TIMES they are suspicious that the presidency might have colluded with the management of the National Assembly to quietly withdraw the documents after detecting some discrepancies in them.
“Can you imagine this kind of national embarrassment?” one senator asked. “Documents that were presented to us with fanfare have been stolen.”
The spokesperson for the senate, Aliyu Abdullahi,could not been reached for comments. So also is Mr. Goje, the chairman of the appropriation committee.
President Buhari had on December 22,2015 presented a N6.08 trillion budget for the fiscal year 2016 to a joint session of the National Assembly.
It was the first time in three years a Nigerian President would personally present a budget before the National Assembly.
Copies were however not distributed to lawmakers before they proceeded on Christmas and New Year holidays.
But weeks after the budget was presented to lawmakers, there were speculations that Mr. Buhari had withdrawn the documents to enable him to correct some discrepancies, a claim the presidency and the national planning ministry denied.
In the budget, capital expenditure takes N1.8 trillion, marking a significant over 300 per cent increment from the 2015 vote of N557 billion.
According to the estimate, N396billion is voted for education, being the largest sectoral allocation.
The health sector gets N296 billion while defence has N294 billion.

Buhari withdraws 2016 Budget from National Assembly

Indication has emerged that the 2016 Budget presented to the joint session of the National Assembly by President Mohammadu Buhari on December 22, 2015 has been withdrawn.


Sources said the budget was withdrawn by the President to allow for reduction in allocations for some ministries, agencies and parastatals, especially the presidency.


The budget is to be represented ‘codedly’ to the National Assembly by the end of this month.



One of the sources said there were too many errors in the budget that cannot be overlooked.



“The president did not read the actual budget until criticism started flying left, right and center.



“For instance, budgetary allocation was made for renovation of Vice President Lodge in the Presidency Budget while provision was also made for the renovation in the Federal Capital Territory (FCT) Ministry’s budgetary allocation,” the source said.



President Buhari had presented a N6.08 trillion budget for the fiscal year 2016. In the budget, capital expenditure takes N1.8 trillion, marking a significant over 300 per cent increment from the 2015 vote of N557 billion.



Since the budget was presented, Nigerians have been criticising some provisions in the budget, especially relating to the presidency.



On Sunday, in its editorial comment, The Nation newspaper owned by All Progressives Congress (APC) National Leader, Asiwaju Bola Tinubu carpeted President Buhari on the budget, saying “some of the extravagances in the presidency’s budget are stunningly indefensible.”



“Curiously enough, President Muhammadu Buhari’s first budget estimates after rising to power on a promise of change have familiar ingredients associated with the old discredited order. Details of the 2016 budget proposal reflect astonishing similarities with the immediate past, prompting questions about the meaning of change.



“To start with, the interest in acquiring a fleet of new high-end luxury cars for the Presidency bespeaks flawed prioritisation. A vote of N3.6b for BMW saloon cars for principal officers is certainly on the high side, considering that the cars are not essential for good governance. Furthermore, the number of the cars is unspecified, leaving room for possible corruption-related manipulation.



“Also, the mention of BMW saloon vehicles and their cost bring to mind the matter of a former Aviation Minister in the Goodluck Jonathan administration, Stella Oduah, who was involved in a questionable procurement of two bullet-proof BMW cars at $800,000 each during her tenure. The Buhari government cannot afford such a stain at this time when it is trying to get the public to appreciate its claim that it met a vastly depleted treasury,” the newspaper editorial comment read in part.



Stating further, The Nation said; “Equally odd is the N362m allocation for Wildlife Conservation in 2016, in place of the N24. 6m voted for the same category last year, including the purchase of exotic animals. Ironically, the difference in the figures makes Jonathan’s government look saintly, quite apart from the dubious category which this particular allocation is meant to serve.



“What is more, the allocation for acquisition of presidential canteen materials and kitchen equipment increased from N83.1m in 2015 to N89m in 2016. There is also a marginal increase in the N11m voted for supply of foodstuff and catering services in the Vice President’s office in 2015 to N16.6m.



“Other puzzling figures include: general renovation of the Guest House (N387m); complete furnishing of the Guest House (N45m); purchase of computers (N27.5m) and construction and provision of recreational facilities (N764m). It may be asked: What are the recreational facilities missing at the Presidency?”





Also in the budget, N189.1m was proposed to be spend on purchase of tyres in the presidency. In addition, the expenditure on tyres is to cover other brands of vehicles, including Toyota cars, trucks, Land Cruiser and Prado SUVs, Hilux pick-up vans, Peugeot 607 and 406 cars, ambulances and others broadly described as “utility and operational vehicles”.



Other expenditures on the Presidency’s vehicles include N39.8m for the purchase of an unspecified number of 200 amps, 100 amps and 60 amps Mercedes Benz batteries for bulletproof vehicles. Also, N30m is to be expended on the purchase of tool boxes, car jacks, and diagnostic machines for the Presidency’s bulletproof cars. The purchase of C-Caution triangles, fire-extinguishers and cables is to cost N27m.

With the growing list of names of being implicated in $2.1bn arms con­tract scandal involving Sambo Dasuki, the former National Security Adviser,President Muhammadu Buhari’s Personal Assistant, Sabi’u Yusuf may have been fingered as one of the beneficiaries of the loot by some of Dasuki’s associates.

According to a report on The Sun, some of Dasuki’s associates on Saturday, December 19, 2015 spoke to newsmen threatening to expose proof that those de­nying to have benefitted from the money had collected the amounts ticked against their names.

Speaking further, they expressed shock that some politicians would deny ever having anything to do with the Dasuki when there is proof that they received the mon­ey, threatening to release re­corded video of all transac­tions.

They said: “Some people are shamelessly telling in­defensible lies. We have witnesses and recordings of these visits. A man re­ceived two retired army of­ficers in his private sitting room, called his nephew to collect the bag and would thereafter say he saw noth­ing, heard nothing. This is very laughable.

“How did his nephew who has never worked in his life accumulate over N850 million in his bank account (0045586381) in a new generation bank?

“Let them cover what they think they could, and we would certainly spill the beans for Nigerians to see their hypocrisy.

“All of us would meet in court. But before then if they keep denying, we would release some clips on both YouTube and other forms of social media for the world to see their na­kedness.”
