For the consular card as a first timer you pay 10, 000 FCFA while for the community resident cert. was free. The consular card is important and it’s always advisable to get it whenever you travel to another country to stay for a long time, Incase of war or an issues all you need to do is go with it to your consulate and they can take you back home easily I actually don’t know if you need the document to open/register a business. The Consular Card can be collected at the Nigerian Consulate office in Dakar, while the community certificate of residence will be collected from the head of the community where you live.
