The Integrity Friends for truth and peace Initiative a.k.a The Integrity Group, an anti-corruption watchdog had petitioned the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and other Related Offences Commission (ICPC) in a letter dated July 29, 2015 titled:

“CORRUPTION, CRIMINAL BREACH OF TRUST, UNLAWFUL ENRICHMENT, AND CONVERSION OF OVER 70 BILLION NAIRA STATE RESOURCES BY FORMER GOVERNOR ROTIMI AMAECHI AND OTHER FUNCTIONARIES’’, demanding the investigation and prosecution of Rotimi Amaechi over a then falsely believed conversion of Rivers monies/proceeds of the purported sales of State Assets including Power Plants, a certain Karibi Whyte Hospital and diversion of some monies from the Rivers State Internal Revenue Service etc.

Same petition was addressed to the Senate President which was laid on the floor On 8 August, 2015, and I in my capacity as the Executive Director of the Integrity Group appeared upon invitation before the Senate Committee on Public Petitions, Ethics and Privileges on October 12, 2015.

It is important to note that although all matters touching on the allegations leveled against Rt. Hon. Chibuike Rotimi Amaechi were part of our good governance and transparency projects done in good faith in line with our principles, unfortunately the Nyesom Wike led Rivers State government cashed into it and mischievously furnished us with ALL POLITICALLY FABRICATED AND FORGED DOCUMENTS which we sincerely and honestly worked with in good faith wrongly believing same to be genuine.

May we state that our organization in all honesty relying on those documents unknown to have been forged and fabricated by the Wike-led Rivers State government, subsequently advised the Rivers State government to set up a Panel of Inquiry to investigate these allegations among others accordingly as part of our quest to get justice for the good people of Rivers State. The Panel did its work in fairness to the Chairman, Hon. Justice George Omereji and the members and submitted their report to the governor unknown to the world that it was all politics and documents tendered were fabricated and forged out of sheer desperation to indict Chibuike Rotimi Amaechi and paint him black at all costs for selfish reasons.

This is one reason among others that the Wike-led River State government having mischievously achieved their aim of diminishing Amaechi, are still unable, two years after, to commence prosecutorial actions as of right against Rotimi Amaechi knowing that the documents will be challenged having been forged.

Incidentally, Nyesom Wike and his government which rode on the wings of the politically fabricated corruption stigma on Rotimi Amaechi to become governor and continues to rule with same antics of abusing Hon Amaechi as State policy have violated and abused almost all sections of the Public Procurement Law of Rivers State including the Budget, a law and bible of fiscal administration which he continues to hide in his pocket (a most heinous crime) wherefrom he solely awards contracts at will including several unbudgeted projects from his office to his choice companies on behalf of the three arms of government in the State which have had no say for more than two years now, yet misleading the unsuspecting public with his lifeline of ‘’Amaechi is corrupt’’. For the records and fairly so, as it concerns fiscal policy, the Rotimi Amaechi administration during its eight years in power published its appropriation laws (budgets) yet days after the Wike government came on board, the state budget which the Amaechi government left behind was pulled down from the state website and since then, the state budgets, a Law have remain the classified document privy to only the Governor: a most criminal act of the highest order.

Our organization as a mark of the highest responsibility owes the world a duty of honesty and trust; not being a political platform but strictly an anti-corruption watchdog to question and engage any government without fear in keeping with probity in governance. May we state that just as we questioned the Amaechi government on major fiscal matters during the life of his administration through our various platforms, we shall also not spare the Wike administration which has shown gross abuse of powers much more than the Rotimi Amaechi administration at an alarming degree. Little wonder why nobody appears to be asking questions or engaging the Wike led government on technical matters in the handling of public funds.

We challenge the Wike-led government to immediately publish all budgets of Rivers State for the past two years plus, publish all procurement plans thereto, publish evidence of all competitive biddings and tenders on all projects and contracts executed so far under this administration including his security votes, publish evidence of every statutory allocation to the three arms of government in Rivers State and independent management of projects by these arms in line with relevant laws in force in the State to show that it is not a ‘’dishonest’’, extortionist, malevolent and criminal government.

The civil society in line with our good governance and accountability project shall not relent in continuously demanding accountable governance in the state and beyond to checkmate various frivolous activities and banquets not captured in any known budgets, a thing likened to Henry Barlow’s “Building the Nation’’ because Rivers State has had its more than fair share of poor governance since the return to civil rule in 1999. Our peers, especially Lagos State has left us in the dust. Rather than govern, Rivers State has again been infested with a dictator who thinks of our State as his conquered territory. May it be known that the Wike-led government rode on the wings of the false Amaechi corruption stigma to gain ostensible popularity and stability including a genuine struggle by the mainstream civil society and the governor has today expectedly defied every standard accountability order and corruptly pocketed the state without anyone particularly our sleeping elites asking any questions. The time has come for all Rivers men and women of goodwill to rise up and demand their rights as citizens and residents of the State. We hereby call on all the leaders in the State including every other state in a similar circumstance to rise up and challenge this monstrous control freak NOW before our State is finally laid waste.

In the coming days we shall unleash all the grand criminal violations which Mr Wike has visited on our State so that Stake Holders can take stock and decide on the urgent steps needed to salvage our beloved State.

Finally, we call on the general public and all relevant institutions to disregard all documents tendered by our organization indicting the Rt Hon. Chibuike Rotimi Amaechi including particularly the so-called Omereji Report and the subsequent white paper by the Rivers State government as all documents tendered were all politically fabricated and forged by the Nyesom Wike government of Rivers state to achieve his unrighteous end.

GOVERNOR WIKE SUCCEEDS TO RELOCATE $15MILLION USD FROM HIS PRIVATE RESIDENCE TO THE GOVERNMENT LODGE.

A reliable source within Governor Nyesom Wike's residence at Asokoro Extension in Abuja has revealed that the Governor has successfully moved the alleged $15million UD Dollars from his private residence to the Rivers State Government Lodge also in Asokoro, Abuja. According to the source, they was only able to do so at about 11.38pm.

The Governor was said to have arrived Abuja this evening in company of the Rivers State Attorney General and few other chieftains of the People Democratic Party (PDP) from the State. Upon Arrival the Governor in Company of his State Attorney General paid visits to three prominent persons within Maitama District before returning to his residence.

With the successful relocation of the $15million UD Dollars to the Rivers State Government Lodge, it might become difficult for the Economic and Financial Crimes Commission to conduct a search at the Government Lodge. Meanwhile, a source from the Commission dispelled the story that the money may have been moved, insisting that the money is still within the private residence of the Governor. However, he acknowledged that consequence of that will be bad for the investigation. "Actually, our staff confirmed to me that a set of cars on convoy had moved in and out of the premises, but few minutes past 11pm this night another set of cars on convoy moved out and they were trailed to the Rivers State Governor's Lodge in Asokoro. If it is correct that the money has been moved, then it will be bad for the investigation. However, I can assure you that we will place surveillance around the area".

ATTEMPTS BY GOVERNOR WIKE OF RIVERS STATE TO RELOCATE FUNDS IN HIS ASOKORO PRIVATE RESIDENCE FAIL.

A source within Governor Nyesom Wike's Asokoro Extension Residence in Abuja has revealed that frantic attempts made by some personal aides to the Governor to relocate some funds from his private house to the Rivers State Government Lodge which is also within Asokoro Extension has failed. This was due to the heavy and unusual presence of strange persons around the area, who were strongly suspected to be plane cloth security personnel.

The source said there has been some panic and uneasiness around the Governor's private house since two of the Governor's aides arrived from Port Harcourt on Friday. Since Friday night, the aides had been making frantic efforts to move 5 boxes suspected to contain money out of his private home to the Government Lodge, but failed. The source who spoke on anonymity said: "around 5pm on Friday, Oga XYZ (name deleted) came with one other guy and they were just acting with too much anxiety. They told us to position Oga's tinted bullet proof jeep. Then they went upstairs and brought down 5 heavy boxes and we but them in the car, but when drove out around 6.30pm to the street, we saw plenty Policemen both those without uniforms doing stop and search. They were just searching every car, so we made U-turn and went back to the compound".

He said they made several other attempts between yesterday and today (Sunday), but could not as the presence of the security men around the area had become apprehensively unusual and for a purpose. He added. "Oga XYZ called the Governor in Port Harcourt and told him of the situation. He even told him that he has to come to Abuja and quickly if they must relocate the boxes safely". He denied knowledge of the contents of the boxes

Another source, who appeared to know more, said that someone had blown a whistle that the Governor had about $15 Million US Dollars in cash in his private residence at Asokoro. The information was said to have got late on Friday night to the relevant quarters, and that since he is a serving Governor, the Economic and Financial Crimes Commission (EFCC) considers it is appropriate to obtain a formal Search Warrant from a Court of Law before embarking on the Search. According to him, the EFCC is evaluating their strategy and is weighing its options whether to continue with search warrant option or deploy insider surveillance to wait for the trail no matter how long.

With the later option, the Commission runs a risk. The problem with that options is that once the alleged money is eventually relocated to the Rivers State Government Lodge which is less than One Thousand (1000) meters or thereabout from the Governor's private home, it becomes difficult to isolate the fund from the Rivers State Government's and that will invariably obliterate the crime of money laundering apparent in the action and motive of the Governor and his aides. However, the situation remains the same within the area, with some much anxiety amongst the aides.

A random check from our sources within the Government House, Port Harcourt said that in the early ours of today (Sunday) the Governor was very restive and full of anxiety. One source said: "No be small thing oh. Na so so call him just dey make since morning. He called his lawyer, and asked if ABC has briefed him. I don't know what the lawyer said to him, and he screamed; 'No, we have to file an application in Court first thing on Tuesday. We can't allow them to search my house. I will call our man, AAA, to fix things so we get it experte same day'". The source said added that BBB advise against going to the court: "H.E, let's not go to court on this. They can't search your car when you are inside it. Let's just go there and you will sit inside the car and let's see whether they will search your car". The Governor is expected to travel to Abuja to personally oversee the situation. (Real names were give but all deleted on purpose)

Meanwhile, the Governor yesterday alerted the public of a plot by the Inspector General of Police to kill him. Listening to the Governor speak to the Press, he started with the alleged plot of his assignation, but unfortunately he could not cover for long the motive of his Press Brief which was a sympathy call on Nigerians to prevail and prevent the Police and EFCC from searching his private house, which will apparently uncover his illicit acts. His argument was that he has constitutional immunity, which should prevent the Police from searching his house.

On the other hand, a source within the Commission said they will search his house as soon as they obtain the Warrant from the Court on Tuesday. He said: " the Supreme Court has made it clear that the immunity does not prevent investigations and search is a process of investigation. The only difference is that we can't charge him to court until he leaves Office". When asked about the perpetual injunction from the Rivers State Government, he said "once the money has moved from Rivers State to any other state outside Rivers, the Money Laundering Act will apply to such Rivers State Official, because then EFCC as then is not looking at the Account Books of the State, but the criminal possession and movement of funds across states in Nigeria".

From all indications, it appears that tough times await the Governor in the coming weeks and only time will tell if the Governor will succeed to relocate the fund; whether the commission will be able to secure the search warrant or will opt for an alternative; whether the Governor and his legal team will file the application and obtain the court order or follow the advise of his associates not to go to court, etc. All of these are expected to play out next week.

In the news,

Chief Wike of Rivers state has awarded the 4billion naira Makurdi-Naka-Adoko and the Aliade-Oju-Obarikpe-Ito-Otukpo Road in Benue state.The governor said it is his own way of bringing development to the people of the state.

Meanwhile several of the roads in Rivers state are in terrible conditions and the governor believes the best thing is to export development.

Investigations have revealed that the roads leads to a multi-billion naira property owned by Chief Wike in Benue state .

"He was first rejected in PDP due to his inconsistent nature and betrayal tendencies, APC offered gave him succor, elevated him, only for him to manifest that same treacherous character.
Since there was no money to be freely shared in APC, he became frustrated and like Absalom, he subtly began to hold secret meetings aimed at convincing and converting our leaders and a few gullible supporters to dump the Party. Glory Emeh, the self acclaimed perpetrator of falsehood capitulated back to the PDP which he had severally referred to as a party that only thrives on lies and wanton looting of the treasury.
Unfortunately for Emeh, his unquenchable thirst for negative propaganda is not one of the traits of the Rivers APC under the Honorable Minister for Transport, Rotimi Amaechi.
Glory Emeh has only returned to the business for which he is known for- malicious lies concocted to suit his whims and caprices.
Yes, as a party, APC accommodates shades of opinion and people with diverse interest who in the end, disagree to agree. This is what true democracy reflects and not a party where people are conscripted and gagged by the nose one man who has turned a Gestapo.
It is a normal democratic practise for people to bring their different shades of opinion to the common ground, rather than where everyone is expected to follow a leader like zombie."
