A portion of that speech was tweeted by the governor's official Twitter account a day after Tinubu's address. That made some people to link the tweet to Tinubu's address.

In other words, Governor Abiodun made the statement, but it was not about Tinubu.

Russia is currently occupying about 20% of Ukraine's territory, Ukrainian President Volodymyr Zelensky told Luxembourg's parliament in a video address on Thursday.
