You have a small population among other regions, and still massively moving to other regions for bigger investments and business. Population and level of business determines VAT and economic contribution. Now remove all the Easterners, ofcourse doing wealthy and substantial businesses allover the regions, remove their VAT contributions to that state, and see what each state can bring to the table. It will be tantamount to Nothing!
