These is how my passport was finally accepted. I brighten that passport that was rejected with my phone, i summited again and it was accepted.

Open paint in laptop, resize (600x600) until you get below 200Kb
Makesure its a white background for best results.

Upload the picture when traffic is not much. Keep trying.
