Stealing and breaking and entering are all crimes of varying degrees. Stealing co-workers food can be classified as petty larceny.

Putting your food in a public space doesn't mean it is for public consumption. Parking your car in public doesn't mean someone should drive it away assuming it is for public use.

Whatever you encountered for commandeering another person's property for your own use, was solely of your own making.

Summary, personal items kept in public space are NOT for public use.
