I experienced similar problem for a number of days and I was able to resolve it by neither going to the Secretariat nor waiting for the site to get updated.
This is how I did it. Very simple.
Step 1: Use a Firefox browser.
Step 2: Download and install Extreme Download Manager - xdman
Step 3: Integrate the Download Manager to your browser.
Step 4: Login to your Dashboard at the NYSC portal
Step 5: Click on the PPA Letter tab
Step 6: finally, wait for the Download Manager to scan the page and extract the PPA letter. A window will prompt asking you to download the PPA letter. That is all!
