Also, I'll love to know if academic transcripts are to be addressed and sent to the department in which one is applying to or to the school of postgraduate studies.

Hello viscope, at this stage of the application, you would not need academic referee's attestation. And for your transcripts, you have to address to the postgraduate school and not the department. okay?

NB...i'll advise you collect your academic referee's attestation. though you dont need it now, however it may come in handy. you never can tell.
