How can I report a scammer I paid money to online to cbn or bank??

I paid some amount of money to someone to buy something from him, after receiving the money she blocked my line and stopped picking calls afterwards.

Pls how do I report him to cbn to block her account and I also have a nimc and international passport

Is the person a he or a she

This guy is even proud to be a scammer

draw the attention of the mods to Ban this user! and post his phone number for all to see! this should serve as deterrent to any scam wannabe! if u have his photos and u can track it from Facebook using his name do well also to Post it here for all to see, post his relatives and family member photos, his location here everything on the scammers list! he violated no 9 rule and has no rights to be upheld no 10 run!
