Governors have immunity not to be arrested but investigating them is a must. No law stops governors from being investigated. But governors can't be arrested. This is in respect to the EFCC act under section 15.

Secondly, a whistle blower according to the 180 episodes of the EFCC CONNECT titled "THE INGREDIENTS OF A GOOD PETITION" Talks about how to write a good petition which in details explained that whistle blowers do not make a good petition. Whistle blowing can be as an act of hate towards a person or a false alarm. The living person is a subject that MUST be identifiable alive.
