The purpose of scripture is to reveal Jesus Christ to the world.

Apostle Paul wrote to the church under the instruction of God.

In some cases, he had to deal with peculiar cases of some of the early church and gave them wisdom on how to handle the case.
But he clearly stated that was his personal opinion on the matter.
There are many instances in the Bible where we can learn from the wisdom or the mistakes of Bible characters

Apostle Paul wrote to the early churches to address some peculiar concerns about the different churches. In some cases, he clearly stated that he is personally suggesting to them and has not received instructions from the Lord to say that.
It is part of scripture because the writings of Paul are part of scripture.

So a church can choose to do them or not.

There are some churches that don't use certain musical instruments, it doesn't mean other churches who use them are disobeying scripture.
