The Civil Society Legislative Advocacy Centre (CISLAC), Nigeria’s chapter of Transparency International, has called for an immediate investigation into the alleged diversion and mismanagement of over ₦36.9 billion from a Kogi State security account, urging anti-corruption agencies to recover any public funds found to have been unlawfully diverted.

In a statement issued on Monday and signed by CISLAC Executive Director, Auwal Ibrahim Musa (Rafsanjani), the organisation expressed deep concern over what it described as alarming financial intelligence reports suggesting large-scale abuse of public funds earmarked for security operations in Kogi State.

According to CISLAC, preliminary findings indicate that the Kogi State Security Operation Account received more than ₦36.9 billion within a nine-month period from the state’s government accounts. The organisation alleged that approximately ₦23.7 billion was transferred to Real Striker Finance Limited, while several billions of naira were also reportedly disbursed to individuals and private companies without clear public justification.

Rafsanjani said the allegations raise serious concerns about transparency and accountability in the management of public resources meant to address security challenges.

“The diversion of funds allocated for security purposes, if established through an independent investigation, would represent a grave betrayal of public trust and a serious setback in the fight against insecurity,” he stated.

He noted that security votes and intervention funds are public resources that must be managed responsibly and in accordance with financial regulations.

“Security funds are meant to protect citizens and support critical interventions. Any misuse of such resources undermines public confidence, weakens security institutions, and deprives citizens of essential services and protection,” Rafsanjani said.

The organisation identified some of the beneficiaries listed in the financial records as individuals and companies, including Abdullahi Ayisat Omonale, Peter Enehezeyi Ozavize, Dange Security Patrol, and G and T Motors Nigeria Limited, among others. CISLAC claimed that transfers to private individuals and entities exceeded ₦12.53 billion during the period under review.

Of particular concern, the organisation alleged that Real Striker Finance Limited was established shortly after the election of the current administration and may have links to politically exposed persons, including a former security adviser to former Governor Yahaya Bello.

“Available information suggests that substantial amounts were transferred from the state security account to the company and subsequently disbursed through cash withdrawals and transfers to several individuals and corporate entities,” the statement said.

CISLAC stressed that while investigations remain ongoing and no final conclusions have been reached, the transactions warrant thorough scrutiny by relevant authorities.

The anti-corruption watchdog consequently called on the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Nigeria Financial Intelligence Unit (NFIU), and other law enforcement agencies to launch a comprehensive forensic investigation into the transactions.

Specifically, the organisation demanded an immediate forensic audit of the Kogi State Security Operation Account, investigation into the ownership and operations of Real Striker Finance Limited, public disclosure of all ultimate beneficiaries of the funds, recovery of any misappropriated public funds, and prosecution of all individuals found culpable regardless of their political affiliations.

“The fight against corruption must remain non-partisan and consistent. No public official, past or present, should be shielded from scrutiny where credible evidence of financial misconduct exists,” Rafsanjani declared.

The organisation also renewed its long-standing criticism of Nigeria’s security vote system, describing it as one of the weakest aspects of the country’s public finance management framework.

Citing its report titled Camouflaged Cash: How Security Votes Fuel Corruption in Nigeria, CISLAC advocated the abolition or comprehensive reform of security votes through legislation that would establish clear budgeting procedures, transparency standards, expenditure criteria, and accountability mechanisms.

The group further called for the creation of independent oversight structures for confidential security expenditures and greater public participation in discussions on security funding reforms.

CISLAC urged Governor Ahmed Usman Ododo and officials of the Kogi State Government to cooperate fully with investigators and provide complete transparency regarding the management of public funds.

The organisation also criticised the Kogi State House of Assembly, alleging that weak legislative oversight has contributed to poor accountability in public spending despite growing security concerns in the state.

“This further exposes the incapacitation of the State Assembly to conduct effective oversight on public spending, especially in the face of worsening security challenges characterised by kidnappings, killings, and persistent unrest,” the statement added.

CISLAC maintained that it would continue monitoring developments and advocating for accountability in the management of public resources, insisting that the Kogi allegations underscore the urgent need for reforms in Nigeria’s security funding architecture.

“Nigerians deserve accountability, particularly where resources earmarked for security and public welfare are concerned. Public funds must serve the public interest and not private enrichment,” Rafsanjani concluded.

According to the petition, the complainant initially paid N100 million on July 3, 2025, as part of a “commitment fee” for the property, before later transferring an additional N300 million into the company’s account, believing the transaction to be legitimate.

Providing insight into his ordeal, Engr. Akpa said he was convinced that the accused was the rightful owner of the property and had no reason to doubt the transaction at the time.

“I was made to believe that the property was genuine and that Alhaji Tukur had full ownership. Based on that assurance, I committed my hard-earned money into the transaction,” he stated.

He further alleged that after receiving the funds, the suspect became unreachable, raising suspicions about the authenticity of the deal.

“After the payments were made, all efforts to reach him proved abortive. It became clear to me that I had been deceived,” Akpa said.

The situation reportedly escalated months later when the accused resurfaced in September 2025, pleading for more time and assuring the complainant that the issue would be resolved either by allocating the land or refunding the money. However, Akpa claims that no such resolution was made.

“He later contacted me and promised to fix everything, either by giving me the land or refunding my money. I exercised patience, but nothing came out of it,” he explained.

Akpa also alleged that instead of resolving the matter, the suspect resorted to threats and intimidation.

“What I am facing now is not just financial loss but serious threats to my life, my family, and my business. This has put me under intense fear and pressure,” he added.

The petition calls on the police to urgently intervene, investigate the matter, and bring the accused to justice, emphasizing the need to prevent further victimization of unsuspecting members of the public.

“I am appealing to the authorities to act swiftly. This is not just about me; it is about stopping a pattern that could affect many other innocent Nigerians,” Akpa urged.

Supporting documents, including a bank transfer receipt showing the payment of N100 million to ACH Global Services Ltd, were attached to the petition as evidence of the transaction.
