DAPPMAN are supplied at N117 and sell to IPMAN at N133 who subsequently sell for N145 at the pump
NNPC supplies DAPPMAN.
What is their grouse? They don't import themselves nor is it their capital, just middlemen making N16 per litre.

Apply again with same documents... state all you've stated in the cover letter in the application form (notes/further information). There are more chances VO reads it on the main application form, than on a cover letter.
Clearly your mum/yourself can sponsor the trip.
