Yes you can, but make sure you know why you were denied at first and you can start searching for available date which is not so easy for recently denied applicants.

Select regular, since your refusal was 2years ago, its self explanatory if you were refuse in the last 6months

Should I still click on Yes I have a relative even though, I don’t have a relative in the USA.
In your previous application when you indicated that you have a relative in the US, what did you choose as your relative in the US status, and also how did you get a name to fill as your relative in the US, if sincerely you don'thave any relative in the US?

I have previously been denied a b1/B2 visa (visiting visa) four years ago and I am applying for F1 visa. Please what effect will my previous application have on my F1 visa and also, I clicked on Yes to having a relative in the US in my previous application which I don’t and I want to click on No now because I actually don’t have a relative over there.

House what do you suggest I do please.

You have nothing to worry about just do your preparation very well, I had previous F1 visa and
3 B1/B3 visa delay with relative in the US, but my F1 visa was approved few days ago

This is to inform fellow nairalander that effect from next year 2019 the tuition fee for all public universites is going to be minimum €2,770 for bachelors degree, while master's and PHD will be €3,770 for international students announced by the French prime minister.
