Journalist should not be using words like "I put it to you that". They're not supposed to take sides. Just ask the questions then allow the audience to decide if they're satisfied with the answer or not. They're not supposed to be arguing with the guest. The minister is in a better position to give information about his ministry not the other way round. Respect is earned and not forced...this is common sense.
