C'mon guys, that's a blatant lie! I reside in Cyprus and I have Intercontinental Bank prepaid MasterCard. I been using it for close to two (2) years now, both online and offline and have never had any problems with it. I use it regularly at HSBC's ATM (a worldwide bank) to withdraw cash deposited in Nigeria and have had absolutely no hassles whatsoever. Maybe it's other banks' cards that are the problem. Do your DD well.

Oh yeah, of course. It's one of the first things that should cross your mind when thinking about strategies to pull customers. And moreso, you make more money from the cybercafe. It's a no-brainer!
