Gowon had no right to agree on behalf of anybody really neither did Ojukwu and the Northern politicians directed Gowon to renege. Eastern minorities wanted states, maybe not all but some did. There was even a several days long insurrection led by Adaka Boro which was put down by Ironsi and Ojukwu
