NCC reduces MTN fine from $5.2bn to $3.4bn, deadline for payment now end of December The Nigerian Communications Commission has reduced the $5.2bn imposed fine on MTN Nigeria to $3.4bn for flouting the regulatory body's directive on SIM deactivation. NCC has also given MTN until the end of the year to pay the fine. After the cut is the mail MTN management sent to its staff “The Nigerian Communications Commission (NCC) reduces imposed fine to US$3.4 billion equivalent and further cautionary announcement. Shareholders are advised that, after further engagements with the Nigerian Authorities, the NCC has reduced the imposed fine. MTN has received a formal letter dated 2 December 2015 from the NCC informing the Company that, after considering the Company’s request, it has taken the decision to reduce the fine on the MTN Nigeria business from the original N1,040,000,000,000 (One Trillion, Forty Billion Naira) to N674 Billion Naira which has to be paid by 31 December 2015. The fine relates to the late disconnecting of 5.1 million MTN Nigeria subscribers in August and September 2015. The Company is carefully considering the NCC’s reply, however the Executive Chairman Phuthuma Nhleko will immediately and urgently re-engage with the Nigerian Authorities before responding formally, as it is essential for the Company to follow due process to ensure the best outcome for the Company, its stakeholders and the Nigerian Authorities and accordingly all factors having a bearing on the situation will be thoroughly and carefully considered before the Company arrives at a final decision. On Tuesday Abia State Police Command, paraded a 71-year-old man, said to be a retired pastor, for allegedly stealing a one year-old baby. The suspect was arrested alongside his wife by the police, following an alarm said to have been raised by the mother of the baby. Abia State Police Commissioner, Mr. Joshak Habila, who paraded the suspects, said the arrests were part of the achievements of his command for the month of August. He said a month ago, a 21-year-old pregnant mother reported that she lost her 11 months old baby to a supposed friend under the pretence of offering help to her. The police boss said luck, however, ran out on the supposed friend, when the anti- robbery squad of the command intercepted him at Owerrinta and arrested him for allegedly trafficking pregnant girls to Port Harcourt, Rivers State capital. He said the arrest led to the discovery of a child, who was previously stolen in Aba and allegedly sold to the retired pastors' wife, who was said to have kept the deal away from her husband. According to Habila, the suspect sold the baby for N500,000 to the wife of a pastor who allegedly lied to her husband that she went through the normal process of adoption for the baby. The wife of the pastor, the commissioner explained, admitted to have paid for the baby in the premises of Federal Medical Centre, FMC, in Umuahia, through her friend, one Maria Mba, said to a senior civil servant in Bende Local Government Area. But her pastor husband denied knowledge of the illegal adoption of the baby, saying he had been requesting from his wife the adoption documents which he claimed he never saw till date. The other suspects, Maria Mba and Ekwutosi, also explained their role in the transaction, with Ekwutosi saying he connected Maria to the illegal deal. He claimed that Mba approached him and requested for baby girl which he arranged for and procured, after which he invited them to the FMC where the deal was finally sealed. Former Niger Delta militant leader, Mujahid Dokubo-Asari, factional leaders of the Oodua People’s Congress (OPC), Dr. Frederick Fasehun and Otunba Gani Adams, as well as other beneficiaries of the controversial Pipeline Security and Surveillance contracts, have called on Nigerian National Petroleum Corporation (NNPC) to pay their outstanding fees by the end of the month, or face legal action. In an open letter addressed to President Muhammadu Buhari, they claimed that they had a three-month contract with the NNPC, from March 15 to June 15, which they delivered on but are yet to be paid. NNPC on June 15, terminated the contract awarded under President Goodluck Jonathan to various ?private security firms to safeguard pipelines against vandals.. The companies are New Age Nigeria Limited (Fasehun); Donyx Global Concept (Adams); ATEF Nigeria Limited (Asari Dokubo); Galery Security Services Limited (Bibo Ajube); Bajeros Nigeria Limited (Joshua Machiever); Close Body Protection Limited (High Chief Omo) and Izon Ibe Security Limited. They alleged that the NNPC has refused to pay its indebtedness to them, insisting that they are demanding their entitlement and not a handout or favour. They debunked claims that President Jonathan was the one who gave them the contract in order to secure his re-election, adding that due process was followed between them and the Management of the NNPC, before the contract was awarded. ”It should be known that the contractors had valid and duly signed contract agreements with the management of the NNPC to protect the pipelines for a period of three months. “Up on till now, the public perception of the NNPC Pipeline Security and Surveillance job was that former President Goodluck Jonathan gave the job to the contractors on the platter of politics. A 16-year-old secondary school dropout, Ifechukwu Atunanya, has been arrested by policemen from the Anambra State Police Command while allegedly having sex with over 52 young men inside a bush in what looked like an initiation ceremony. According to reports, the suspects were all rounded up in the bush in Awka and are reportedly members of the Supreme Vikings Confraternity, during the initiation of new members. Ifechukwu, on her arrest, claimed she was forced to sleep with every male member of the cult during her initiation. According to the state Commissioner of Police, Hosea Karma, the police acted on an intelligence tip-off that the cult members and their new entrants were in a bush performing some rituals, explaining that some items including guns, machetes and several wraps of Indian hemp, were recovered from them. On apprehension, the Police said the suspects confirmed that as part of their ritual, every male member of the cult will sleep with every prospective female member. “This they did in order to secure their oath of secrecy and it was during the raid we arrested ifechukwu,” Hosea stated. At the police station, Ifechukwu claimed that she had to travel to Anambra from Abuja just to witness the initiation of new members. In her statement, she said: “I joined them three months ago and during my initiation; I was forced to have sex with every registered male member of the cult present that night. I was given sedatives so as not to feel what they were doing. It was not easy, but I bore the pain,” she said. “The day we were initiated, I was the only girl in their midst. I was determined to be a successful member. I was further convinced to stay because I discovered that they were more honorable men than the other cult groups. “I am sorry for myself and would love to be given the opportunity to go back to school,” she sobbed. She went further to say she never knew that it was crime to be a cult member. “I am so sorry,” Ifechukwu begged. Another member, Ugochukwu Agbazuo, also said they are all undergraduates of various institutions in Anambra. “Apart from some of our national leaders, we are all students. I was initiated into the cult while I was still in my first year. I had no choice but to join them because of the harassment in school. I discovered that most of the Engineering students in my school were members of different cult groups.” Speaking further, Ugochukwu added: “If you identify with a known cult in school, the lecturers will respect you. You don’t have to buy handouts. This was why I joined them.” “We did not steal or harass innocent people. The guns that were found with us were bought in case there was a clash in school. It is our leaders who are all graduates and working across the country that normally assists us to secure the arms. It is strictly for protection and one of the rules of our group is that you must read and pass your exams on merit,” he added. On the issue of rape, Ugochukwu admitted that it only happened with female members. “A female intending member cannot undergo the rigorous process during the initiation. So, our leaders suggested that the best way to get them under oath is for every registered member to have sex with her during initiation. “She would be given sedatives during the process so that she will not physically feel the pain. Ifechukwu’s case was better because we were only 52 registered males present on the day of her initiation. All of our female members were raped,” he noted. As the story goes, Ifechukuw’s parents, who hail from Anambra State, are still alive. However, she said that they were not aware of her secret cult activities. “I am from a poor family and I wanted to be the light that will change the situation in my family. I got to know about the cult activity through a friend.
