President Muhammadu Buhari has said the crash in the oil price has suddenly made Nigeria poor.

President Buhari also regretted that the last one year had been very difficult for his administration.

He was speaking at the Aso Rock Presidential Villa in Abuja on Thursday while receiving the United Nations Population Fund (UNFPA) Executive Director and Under Secretary General of the United Nations, Professor Babatunde Osotimehin.

Buhari, however, said that despite severe shortage of resources, commitment to transparency and accountability was serving his government in good stead.

"It has been a very difficult year for Nigeria. Before we came to office, petroleum sold for about $100 per barrel. Then it crashed to $37, and now oscillates between $40 and $45 per barrel. Suddenly, we're a poor country, but commitment to transparency and accountability is not making people know that there is severe shortage," he said.

President Buhari appealed to the UNFPA to bear with Nigeria in whichever area the country could not live up to its responsibilities for now.

He noted that exploding population and different cultural practices in the country provided a fertile ground for research to organisations like the UNFPA.

President Buhari described the reports from the northeast of the country as encouraging as people were returning to their farmlands with the guarantee of relative security.

The president thanked the UNFPA for its commitment to saving lives in Nigeria, especially of women and children.

In his remarks, Osotimehin expressed the UNFPA's determination to promote health care facilities across Nigeria.

He said maternal mortality could be reduced if Nigeria paid more attention to access to health facilities as well as human resources to run them.

Osotimehim, who enjoined Nigeria to provide resources for healthcare on a rollover basis, pledged that the UN would collaborate with the nation to provide humanitarian assistance not only in the northeast, "but even extended to the Lake Chad Basin."

Loss of about three million jobs is real as government's implementation of the 43 per cent increase in customs duty in the country takes its toll.

Agents and freight forwarders who are now closing shop due to poor patronage, say the increase in duty has begun to hit hard on importers, who also have to cope with the burden of the new exchange rate of N313 to $1, up from N197 to a dollar last year.

The Nigeria Customs Services (NCS) increased duty twice in a month, in line with the new Central Bank of Nigeria (CBN) flexible foreign exchange (forex) rate policy. The first time was from July 1, when the customs directed that the dollar rate used for calculating import duty be increased from N197 to N286 to a dollar. Again, effective August 1, the calculations increased to N313 to a dollar.

Indeed, it is estimated that about three million jobs in the industry are now being threatened, just as many operators are considering re-locating to neighbouring countries with friendlier policies.

The Guardian learnt that the operators are currently groaning under intense hardship and are considering dialogue with the CBN and the Ministry of Finance.

The National Association of Government Approved Freight Forwarders (NAGAFF) lamented the stifling of its members' businesses due to what it described as the "seeming irrational" exchange rate of N313 to $1 being used for imports assessment in Nigeria.

Similarly, agents under the aegis of the Association of Nigerian Licensed Customs Agents (ANLCA) are groaning under the new exchange rate pressure.

President of ANLCA, Olayiwola Shittu, told The Guardian that the policy was capable of truncating the gains made in the maritime sector if not reversed, warning that members might be forced to withdraw their services.

Against the widely reported plans to shut the ports, Shittu said his group was not planning any such action, but the members might withdraw their services when businesses are no longer forthcoming.

According to him, it's unfair to compel Nigerians to open form 'M' for imports at N197 to $1 "and now force them to pay N313 after the goods have been shipped.

"Government should allow those who raised 'form M' at N197 and travelled to calculate their duty at N197 when the cargo arrives. It should not be that somebody opened 'form M' at N197 and travelled, and when the cargo arrived, you asked him to pay N313. From where will he get the money?"

National Publicity Secretary, Stanley Ezenga, said the aggrieved stakeholders would make appropriate representation to the government through the CBN and urge the benchmarking of the exchange rate.

"We indeed advise the Minister of Finance, in consultation with the CBN governor, to benchmark the exchange rate for customs duty purposes. It is legal and legitimate in favour of trade and the society in Nigeria."

The President, Shippers Association, Lagos State, Jonathan Nicol, said the situation was already posing a threat to the jobs of over three million workers in the sector.

Nichol noted that with the new forex regime, shippers are paying more duty while the costs of goods are skyrocketing.

Meanwhile, the NCS has absolved itself of blame for the duty hike saga, noting that the CBN is the agency prescribing the rate for foreign exchange which is used to charge duty.

The Comptroller-General of Nigeria Customs Services, Col. Hameed Ibrahim Ali, assured that the agency would continue to monitor inflow and outflow of goods and promote the balance of trade agenda of the government.

Ali, who was in Lagos at the weekend to inspect some seized containers at the Apapa Ports Command, said Nigerians should endeavour to increase local production in order to reduce dependence on importation.

The Islamic Movement in Nigeria, IMN, better known as Shi’ites, has strongly appealed to those holding Sheikh Ibraheem El-Zakzaky hostage in violation of his basic rights to release him as a matter of urgency to enable him seek medical attention in any facility of his choice.

According to a statement issued and signed by the spokesman of the group, Professor Abdullahi Dandali, “We call on all human right groups and right activists, well meaning citizens annd journalists, who are conscince of the nation, to join hands in demanding for justice for the Islamic Movement, its leadership and members who are currently languishing in Kaduna prison, and in particular all those still being kept captives by the military in various military and Department of Security Services detention facilities, whose health condition we do not even know. This must start from the immediate release of Sheikh Zakzaky.”

The group further stated that, “It has become increasingly clear that the Nigerian authorities are not too bothered about the survival of the health of the leader of the Islamic Movement in Nigeria, Sheikh Zakzaky.

“While they recently cynically told the Federal High Court sitting in Abuja that they are detaining him with his consent in protective custody and that they have spent close to five million naira on him, evidence glaringly point to the contrary. The Sheikh is being held and allowed to gradully loose his sight and die in detention.

“On a very rarely allowed visit by his immediate family members, the actual condition in which the Sheikh is being detained once again came to focus. What is obvious is that his health condition in general and his sight in particular, is gradually but rapidly deteriorating. His only surviving son raised an alarm soon after only the fourth allowed visit by family members since the past eight months he is in detention without charges.

“In an open letter released last week, Sheikh Zakzal’s son wrote as his sight continues to fail day to day, the DSS continues to refuse, under the guise of bureaucratic execuses, our request that a known qualified doctor be allowed to attend to him.

“Elaborating further in an interview, the younger brother of the Sheikh, who was in the team of family members that were allowed to visit, explained that Sheikh’s left eye is in dire need of specialized medical attention. He complained that surgery earlier done to the eye by DSS chosen doctor in an attempt to save his sight appears to have failed, and the doctor had confessed that he could no longer do anything else as he has reached the limits of his professional abilities.

“The doctor had reportedly also told the Sheikh that perhaps an intervention in a better equipped facility could save his sight. Additionally, the left arm where he sustained gunshot wounds is still demobilized and the wounds are yet to completely heal. There is no mention of how well controlled his elevated blood pressure for which he had been on medication prior to the attack eight months ago is.

“The Islamis Movement in Nigeria IMN, is deeply concerned about the health of our incarcerated leader and believe that it is in the interest of the Nigerian State and those holding him to release him unconditionally to enable him attend to his health.

“The Nigerian people and the international community know too well tnat our leader has not been accused of committing any crime and has not been charged or arraigned before any competent court of the land for the past eight months in clear violation of his Fundamental Human rights.”

Another Commissioner in Ondo State, Mr. Bamiduro Dada has resigned his appointment to participate in the gubernatorial election in the state slated for November 26.

Dada, who was the Commissioner for Local Government and Chieftaincy Affairs, joined the long list of aspirants jostling for the ticket of the Peoples Democratic Party, PDP, which has its primaries fixed for August 22.

Earlier, two Commissioners, Environment, Chief Sola Ebiseni and Attorney-General and Commissioner for Justice, Mr. Eyitayo Jegede SAN had resigned their positions to join the race.

In a letter he sent to Governor Olusegun Mimiko, Dada thanked the governor for the opportunity to serve the people of the state in various capacities in the past seven years including Special Adviser on Political Matter and later Commissioner for Local Government and Chieftiancy Affairs.

Dada said, “it is noteworthy that God has really used you to enable me put my God-given virtues into the discharge of my duties at the Due-Process Department, Political Matters and eventually as a commissioner.

“Words are not enough to express how grateful I am for the role you have played in my life. It is my prayers that it shall be well with you and your household now and forever.”

Speaking to his supporters who came to congratulate him for a successful tenure, Dada assured them that he would defeat other aspirants to clinch the ticket of the party.

According to him, he is closer to Mimiko than any of the aspirants and has been in the corridor of power in the state since 1999.

The President also approved the appointment of Dr. (Mrs) Marilyn Amobi as the Managing Director/Chief Executive Officer of Nigerian Bulk Electricity Trading Company.

The Federal, States and Local Governments yesterday shared N559.032 billion as revenue for June 2016 as against the N305.128 billion shared for May, representing an increase of N253.904 billion.

This is the biggest allocation shared in 11 months. In May, the three tiers of government shared N305.128bn, N281.500 in April, N299.7bn in March, N345.095 in February and N370.388 in January.

Briefing journalists yesterday at the end of the June federation accounts allocation committee(FAAC) meeting , the Minister of Finance, Mrs. Kemi Adeosun, said the revenue went up because of the improvement in revenue collection by the Federal Inland Revenue Service, the Nigerian Customs Service and a rise in exchange gains.

FIRS collection in non-oil went up by N165 billion and customs collections went up by N12.6 billion.

She said the gross statutory revenue of N538.788 billion received for the month was higher than the N237.466 billion in the previous month by N301.322 billion.

"Crude oil export volume increased by 1.9 million barrels in March despite the subsisting force majeure declared at Forcados Terminal, shut-in and shut-down of pipelines at other terminals due to leakages, vandalism and turn around maintenance," she said.

She also noted that the average price of crude oil increased from $32.26 in February to $38.64 in March, 2016 resulting in $92.99 million increase in federation export revenue."

According to her, the new flexible exchange rate regime helped to boost revenue for the month.

"The distributable statutory revenue for the month is N538.788 billion. The sum of N6.330 billion was refunded by the NNPC to the FGN. There is a distribution of N9.923 billion solid mineral revenue generated from 2007 to 2014. Also, there is an exchange gain of N79.272 billion which is proposed for distribution. The total revenue distributable for the month plus VAT is N559.032 billion," she said

A total of 145 potential direct jobs are to be created when a latex condom manufacturing plant at the Dube Trade Port in Durban is opened.

The plant is a result of a partnership - facilitated by the Department of Trade and Industry -between US company HBM and SA Health Protecting Service which is a local medical consumable supplier in both the public and private sector.

"The investment partnership with HBM to form HBM-SA Health Protecting Services will create 145 potential direct jobs with the investment in the first phase value at R60 million," said the dti on Wednesday.

SA Health Protecting Services are venturing into the manufacturing of condoms and other medical consumables following partnership formed with HBM.

"The Dube Trade Port Special Economic Zone was identified as an ideal site to locate the manufacturing facility as their main intention is to export into the continent," said the dti.

The facility will produce 700 000 condoms per day for the local and export markets. Among the items in the production line will be the government's newly branded Max condoms, which have replaced the Choice brand.

South Africa alongside, Nigeria, Ghana, Lesotho, Guinea, and Mozambique are the countries that have been identified as target markets for the condoms.

The launch of the plant comes as South Africa is currently hosting the International Aids Conference which kicked off on Monday. The conference, which is expected to usher in a fresh approach in the fight against HIV and Aids, has seen the country welcome hundreds of delegates from 180 countries.

"The opening of this manufacturing facility shows that a systematic approach is needed to address the local epidemic of HIV/AIDS and its impact on the South African economy.

"There are currently an estimated 37 million infections globally with approximately 2 million new infections per year. South Africa contributes a significant proportion of these new infections with young women between the ages of 15 and 24 remaining the most vulnerable population in the country," said the dti.

A survey in 2012 found that HIV prevalence among women was nearly twice as high as men.

South Africa has responded to its HIV epidemic with a rapid expansion of its condom programme as well as its HIV treatment programme with male condoms being widely available in the country.

In 2015, the public health sector substantially increased the number of male condoms procured to approximately 3 billion over a three year period, from 2015 to 2018, roughly equating to a billion male condoms a year in response to a decline in condom usage identified in the outcomes of a survey conducted by the Human Sciences Research Council in 2014.

The Department of Health is targeting to make condoms more accessible with a substantial increase in the number of females condoms procured in the public sector, up from 2010 to 54 million pieces.

"The total value of the 2015-2018 public sector condoms tender was valued at approximately R3.5 billion," said the dti.

Internet fraudsters are desperately devising different techniques to confuse customers of banks who make use of electronic system in order to have access to their funds and swindle them. One major way is to intercept their online transactions to get information about the account holders.

Customers should always log on to the internet banking service through the bank’s website or registered mobile App. They are enjoined to always ignore any message that is not sent directly from his bank’s website. The correct website of the bank is usually written on the debit or credit cards with you.
