FG won’t overlook petition against Lamorde- AGF The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN), has said the petition, accusing the immediate past Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Lamorde, of diverting about N1tn seized by the anti-graft agency from corruption convicts, will not be overlooked. Malami, in a telephone interview with our correspondent, admitted that investigation into the allegation required time. The AGF added that any petition, as long as it had to do with corruption, would not be overlooked. The minister said, “It is just a matter of a little patience over issues. As you know, investigation takes a lot of consideration, a lot of revelations; but whatever it is, as long as the petition relates to corruption, it cannot be overlooked. “Whatever is presented by a way of a petition will not be overlooked and at the end of the day, appropriate step shall be taken. There is nothing that can be overlooked. Whatever is presented shall be looked into.” Before Malami was appointed the AGF, the Federal Ministry of Justice had directed the EFCC to investigate the allegation that Lamorde diverted about N1tn proceeds of corruption recovered by the anti-graft agency. The ministry’s directive followed a September 18, 2015 petition to the then Solicitor-General and Permanent Secretary, Federal Ministry of Justice, Mr. Abdullahi Yola. The petitioner, who is the Chief Executive Officer of Panic Alert Security Systems, a security firm, George Uboh, had sent a reminder dated September 28, Yola, threatening to sue the minister if he failed to respond to his petition within seven days. Uboh had, in his petition, asked the justice ministry “through which the EFCC derives its power to prosecute or immediately rescind the fiat to prosecute criminal suspects from EFCC.” He also sought an immediate issuance of “fiat for the prosecution of EFCC’s past and present leadership and their known and unknown co-conspirators via the 22-page preliminary criminal charges the undersigned has prepared.” Uboh, who had earlier petitioned the Senate Committee on Ethics, Privileges and Public Petitions, levelling the same set of allegations against Lamorde, received the ministry’s letter, dated October 8, 2015. The letter was signed by the Director, Public Prosecutions of the Federal Ministry of Justice, Mr. Muhammad Diri, on behalf of the Permanent Secretary. Copies of the letter were made available to journalists in Abuja. It indicated that Yola had directed the EFCC to investigate the allegation against Lamorde and to forward the result of its investigation to him “as soon as it is completed”. The letter, with reference number DPPA/PET/EFCC/006/2008 reads, “I refer to your letter dated September 28, 2015, in respect of the above mentioned subject matter. “I am directed to inform you that your petition has been sent to the EFCC for its response to the allegation contained therein. The commission has been directed by the Solicitor-General of the Federation and Permanent Secretary to forward the result of its investigation as soon as it is completed. “Accept please, the assurances of the highest regards of the Solicitor-General of the Federation and Permanent Secretary.” It will be recalled that in the petition to the Senate, Uboh had alleged that Lamorde in March, 2013, diverted N779m out of the total N3bn forfeited by a former Inspector General of Police, Tafa Balogun, to the Federal Government He also alleged that the EFCC boss conspired with some officials of the anti-graft agency to under-remit the ex-IG’s forfeited funds of about N5.85bn into the Consolidated Revenue Account by holding back about N2.65bn. But Lamorde had, on November 17, approached a Federal High Court, Abuja, seeking an order restraining security agents from arresting him. According to court documents made available to journalists by Festus Keyamo, his lawyer, Lamorde also asked the court for an order setting aside all letters of invitation issued against him by the National Assembly to appear before it. Joined in the suit are the Senate, the Senate Committee on Ethics, Privileges and Public Petitions, the Inspector-General of Police, and the Director-General, Department of State Services as first, second, third and fourth defendants respectively. Lamorde, a police officer, was removed as the EFCC chairman on November 9, four years after he took over as head of the anti-graft agency. The former EFCC boss had been replaced by Ibrahim Magu, an Assistant Commissioner of Police and a former Head of the Economic Governance Unit of the agency, who was appointed in acting capacity. Meanwhile, the Chairman of the Senate Committee, Senator Samuel Anyanwu, told one of our correspondents on Sunday that his panel had not been served any court process, insisting that proceedings in the case would resume as soon as the Senate resumed in the second week of January. Anyanwu added, “We are still going ahead with our investigation as soon as we resume because there is no court process, to the best of my knowledge, stalling the investigation. “We have not been served any court process. Lamorde’s lawyers merely informed us that his client travelled out on medical grounds.” The EFCC, in a statement in September by its spokesman, Mr. Wilson Uwujaren, said the petition contained a lot of falsehood. Uwujaren had said, “The Commission maintained a dignified silence over the past couple of weeks, not because it had anything to hide, but preferred to wait for the report of KPMG, the international audit firm, which it commissioned in June, 2014, to undertake a forensic audit of the record of exhibits and assets recovered by the commission since the creation of EFCC in 2003. “The decision to commission KPMG for the audit was inspired, not by the fact that institutional memory had become an issue with the exit of most seconded staff over the years, but by a burning desire to benchmark its assets record keeping with best international standards. “In addition, over the years, unfounded allegation of misappropriation of assets against the commission has become an attractive weapon in the hands of blackmailers of the leadership of the commission in particular and the commission in general.” ] |
Borno hunters appeal to Nigerian army to allow them enter Sambisa to fight Boko Haram Borno state hunters have appealed to the Nigerian Army to allow them access into the dreaded Sambisa forest which is believed to be the camp of the terror group, Boko Haram. The emir of hunters in the state Mai-Gana Mai-Durma while addressing the media in Maiduguri said they are very familiar with the terrain of the much dreaded forest and so should be allowed to go in and fight the terrorist. “We are appealing to the military authorities to allow us join the fight against Boko Haram at the Sambisa forest. We are ready to pursue the terrorists because we know the terrain very well. We will overrun Sambisa in partnership with members of the civilian JTF if given the opportunity. This will help to complement the effort of military in the anti terrorism operation. Hunters from all the 27 Borno LGAs are all in Maiduguri with our leaders doing nothing at present because of Boko Haram. Rather than idling away, we will want to assist the military in crushing Boko Haram terrorists.”he said |

Honest truth: Top quotes from President Buhari’s first media çhat presidential Media Chat on Wednesday fielding questions about some of the key issues in the country from the whereabouts of the Chibok girls, the Nigerian Army-Shiites clash and pressure to devalue the naira. Here are some key comments by the President: On the clash between Shi’ites and the Nigerian Army in Zaria and his silence i. I have allowed the army and the Kaduna State government to come up with their reports before I come out to speak on the clash. This does not mean that the police and the DSS are not doing their part. ii. The situation in Zaria is very serious… How can one group create a state within a state? On the state of tertiary institutions I don’t like the idea of University students sitting on windows to receive lectures. On whether he actually promised to pay unemployed youths N5,000 I cannot come here and deny that. Foreign exchange restrictions I. We need power, railways, roads… These are our priorities; not people looking for money to bring in rice (to the country). II.Foreign exchange will be made available to the productive sector of the economy and not for luxury items. On calls for the devaluation of the naira I need to be convinced about devaluing the naira. On asset declaration I declared my assets four times… I don’t have to ask them (Code of Conduct Bureau) to give you the asset declaration… You have a constitutional right to the documents. On the continued bomb attacks in parts of the North-East I. The Hijab will have to be banned if this (the suicide bombing) continues. On the debate about fuel subsidy By the end of the next quarter, we will not be talking about subsidy. How much is the price of fuel (in the international market) now? Reported plans by the National Assembly to spend billions on cars I cannot see the National Assembly spending N45bn to buy cars on top of the transport allowance they collect. On the pace of the anti-corruption war I. Our major constraint is that accused person must go to court first and under such circumstances, we cannot prejudge what the courts will do but there are documents and how the government will react through the Ministry of Justice will determine what we will do because what we are going so we cannot determine issues while they are still in court. II. If any member of my cabinet is corrupt, I will sack the person. III. Members of the cabinet are supposed to declare their assets. On whether funds have been recovered from looters I. Money has been recovered but the fact that whatever we recover will end up in court because Nigerians will always want to know the truth and the truth will be what the courts have discovered by the submission made to them in terms of bank statements where money was recovered, where money was lodged, when it was lodged, how it was lodged whether it was money from petrol, customs and excise or money directly from the Central Bank. When we do that I think Nigerians will feel a bit better. II. It is a very nasty situation that we are in, but we cannot fold our hands and not do anything; we are doing our best. Chibok girls We are keeping our options open. We are prepared to negotiate with Boko Haram for the girls… There is no firm intelligence where those girls physically are and what conditions they are in but what we learnt from our intelligence is that they (terrorists) kept on shifting them around so that they are not taken by surprise and they get freed. And a whole lot of them are not in one place and we don’t know how many divisions they have and where they are. There is no intelligence to say that the girls are alive and in one place. That is the honest truth. On the agitation for Biafra over alleged marginalisation We have Boko Haram and then Biafra. Help me define the extent of marginalisation. Who is marginalising them? Why? How? Do you know? … The constitution said there must be a minister from each state. Who is the Minister of Petroleum? Is he not Igbo? Who is the Governor of Central Bank? Is he not Igbo? Who is the Minister of Labour? Who is the Minister of Science and Technology? Who is the junior minister of education? On the continued detention of suspected looters and alleged violation of court orders by the DSS You can see the type atrocities that those people committed against soldiers and the country. The former president goes to the governor of the Central Bank and say, ‘give N40bn to so, so, so… And then he fails to account for it and you allow him to go and see his daughter in London while and you have two million people in IDPs, half of them don’t even know their parents. Which kind of country do you want to run? And the one you are calling Kanu. Do you know he has two passports – one Nigerian, one British – and he came to this country without any passport?… There are criminal allegations against him and I hope the court will listen to the case. |
Well I pity the youth of nowadays claiming one university is superior to others. Gone are the days when reading competition was their priority.I'm so saddened when an undergraduate claims his/her university is the best based on some written or documented facts. What the youth doesn't understand is that one's personal discipline, achievement and orientation matters a lot and not the collective past glory of the school attended. My heart weeps so much for the youth with the way they sly and look down on their contemporaries from other schools due to some glory which they believe helps to boost their ego and that of the school. Seriously so many leaders don't write the school they passed through in their achievement talk less of underestimating another school. No wonder the spokesman of APC named those that clamoured to investigate Buhari's educational background "A wailing wailer". I humbly call on the youth to imbibe the spirit of love and humility when relating with their perceived superior or inferior from other schools, avoid not sending hate message against other higher institutions, embrace the spirit of unity and love as only these can help to solve this school hatred. Also for me what matters most is your B.sc, ND, HND or NCE and not what school you earned it from. Let's focus less on the pedigree of a school as this has caused a lot damage to the educational sector. Once again I'm stressing "Certificate matters not your school" Have your certificate, use it with your interest and pray for fast Academic calendar in 2016. Marketers confirm subsidy payment, explain petrol scarcity Okechukwu Nnodim Oil marketers have confirmed that the Federal Government has paid them over N400bn petrol subsidy claims and also explained why the country is still experiencing fuel scarcity. According to them, the actual payment of the subsidy claims was done about a week ago after a directive was given by President Muhammadu Buhari mandating the concerned agencies to settle the debt. The Executive Secretary, Major Oil Marketers Association of Nigeria, Mr. Obafemi Olawore, told our correspondent that although the marketers had started importing petrol, it would take a minimum of three weeks for the product to get to Nigeria and for it to be discharged from the various import vessels. When asked to state if the marketers had been paid and why there is still petrol scarcity, Olawore said, “Subsidy has been paid but you have to calculate when it was paid, which was around last week. And when it was paid, we didn’t get it until the President directed that they must pay it immediately. And it took more than four to five days before we got it. “Now, even though the subsidy has been paid, it takes two to three weeks to bring in cargos from Europe. The minimum time it takes to bring in a vessel from Europe is two weeks and it takes about one week to have it discharged. So, at the earliest, three weeks will pass to complete the process.” |
Jonathan’s officials introduced corruption to arms purchase – Buhari 22 hours ago President Muhammadu Buhari Olalekan Adetayo President Muhammadu Buhari on Monday regretted that the procurement of equipment for the nation’s Armed Forces, which hitherto had followed due process under successive governments, got stuck in the mucky water of corruption under the administration of former President Goodluck Jonathan. He, however, said his administration was taking urgent and appropriate actions to restore sanity, due process and probity to the arms procurement processes. Buhari said this while receiving the British Secretary of State for Defence, Mr. Michael Fallon, at the Presidential Villa, Abuja. “They (officials of the last administration) just put foreign exchange in a briefcase and travelled to procure equipment for the military. That is why we have found ourselves in the crisis we are now facing,” a statement by his spokesman, Mr. Femi Adesina, quoted the President as saying at the meeting held behind closed-door. Welcoming the offer by the British Government to assist Nigeria in defence equipment procurement, intelligence gathering and training, Buhari restated his conviction that the international community must collaborate more and work with greater unity of purpose to overcome global terrorism. The President added, “Terrorism has become very sophisticated. If developed nations can be attacked, and hundreds of lives lost, how much more developing countries? “In the West African sub-region, Nigeria is the main battleground of the Boko Haram insurgency. We have made a lot of progress against the terrorists, but we will welcome more assistance from our friends and the international community.” Fallon told the President that he was in the country to see what more Britain could do to support Nigeria in battling terrorism and violent extremism. “Groups like Boko Haram don’t believe in democracy and freedom of choice; so it’s a common fight for us all,” he told Buhari. Fallon later told State House correspondents that about 130 British military personnel were currently helping to train Nigerian soldiers. He said by 2016, the British government was ready to send more than 300 personnel to train Nigerian soldiers. “For this year, for example, we have about 130 military personnel here helping to train the Nigerian Army. “Next year, more than double, more than 300 are coming to offer training and particularly to improve the Army’s resilience to IEDs, obviously that had been left behind by Boko Haram,” he said. Fallon added that his government wanted to do more to help the nation stabilise affected areas once the terrorists had been driven out. The secretary of state stated that the process would not involve sustaining the victims with not only rehabilitation but economic development. He added that security would be provided for victims to go back to their villages, with the knowledge that they needed to be protected and the infrastructure at their hometowns to be repaired. “We discussed what we can do to help Nigeria to deal with this country’s insurgency. Britain and Nigeria have democracy, they are free people. “Boko Haram and its way of life need to be defeated. So we have been discussing today what probably we can do to step up Nigeria in the area of full training on how to deal with improvised explosive devices and what can be done to improve the intelligence you need to deal with terrorism,” he added. The Minister of Defence, Mr. Monsur Dan-Ali, told reporters that the issue of IEDs was the most difficult area of the insurgency. Dan-Ali disagreed with the submission that it seemed terrorism had come to stay, saying it would take time to completely end insurgency. Efforts made to get the reaction of the National Publicity Secretary of the Peoples Democratic Party, Chief Olisa Metuh, on how government officials compromised arms purchase under Jonathan, were not successful. Calls made to his telephone did not connect while he also failed to respond to a text message sent to his mobile telephone line. from PUNCH. |

Why Devaluation is very necessary at this crucial
economy depression.
After so many failed policy, The Nigeria economy is
getting worse day by day the current exchange rate
is 280=€1 .which the consequences fall on the
masses. Devaluation means fixed exchange
rate. The CBN new policy from January 2016
restricted more spending aboard.
Diversification of Nigeria economy from crude oil to
agriculture is the best solution. Nigerians should go
back to farming in other to curb the current
economy depression
Effect of devaluation
1. Exports cheaper. A devaluation of the exchange
rate will make exports more competitive and appear
cheaper to foreigners. This will increase demand for
exports
2. Imports more expensive. A devaluation means
imports will become more expensive. This will
reduce demand for imports.
3. Increased AD . A devaluation could cause higher
economic growth. Part of AD is (X-M) therefore
higher exports and lower imports should increase
AD (assuming demand is relatively elastic).
AD is likely to cause higher R Exports become
4. Inflation is likely to occur
Advantages and benefits of devaluation on Nigeria
currency
1. Exports become cheaper and more competitive to
foreign buyers. Therefore, this provides a boost for
domestic demand and could lead to job creation in
the export sector.
2. Higher level of exports should lead to an
improvement in the current account deficit. This is
important if the country has a large current account
deficit due to a lack of competitiveness.
3. Higher exports and aggregate demand (AD) can
lead to higher rates of economic growth.
4. Deregulation of the economy:
Nigeria should invest more in agriculture towards
exporting more and importing less. Raw materials
should be imported more.

ACCEPTANCE FEE REDUCED & REASONS WHY ACADEMIC SESSION WAS SHIFTED FOR A WEEK It with utmost humility that the students Union announces the reduction of acceptance fee for 2015/2016 academic session to #30,000 which was formally #40,000. Sequel to this we will like to States the reasons why academic calendar was shifted for a week. 1) January 4th happens to be the initial date of resumption and that same date will be the first working day of the year, the University shifted resumption date to 11th because of TSA(treasury single account) which as from January 4th freshers will start paying #30,000 into the TSA account from any bank which students will visit www.remita.net to generate RRR code, you can take this code to any bank and pay #30,000. 2) step on how to generate the RRR code, we which to inform us that the procedure is a federal government procedure and not the University policy. Visit www.remita.net and click on federal ministry of education as you are paying into a University account. Further more you click on the University you are paying into, it will display, acceptance fee, school fee, hostel accommodation fee, etc and you click on the one you wish to pay for, on submission the RRR code will be generated which you will take to any bank to pay. You can also pay through e banking and through your ATM. The process is a bit long, we just gave a summary on how it will look like, so the University gave a room to be able to address errors on time because this is the first time they will be using such platform as directed by federal government. 3)after payment of acceptance which will commence from 4 to 11th of January, freshers can now go on the University site with their jamb Reg no and the RRR code to fill and print the acceptance and clearance form before they can start the University registration and proceed for orientation. Returning students will follow the same procedure to pay school fee and hostel accommodation. All said and done, I will like us to bear it in mind that the students Union has the interest of students at heart, and reasons why information comes out late is because we want understand information and give u the best. By tomorrow we will give you full information on how to go about registration and modalities on school fees through the office of the President. P. R. O Thanks and God bless us all Signed OLAMI |

For time ‘immemorial’, the issue of
Strike has been part and parcel of
Nigerian higher institutions of learning
in general and Olabisi Onabanjo
University, Ago-Iwoye in particular.
On Wednesday last week, the Academic
Staff Union of Universities (ASUU), OOU
chapter embarked on an indefinite strike
due to the non payment of fifteen months
salary subventions, earned entitlement and
non funding of the University.
On hearing this sad news, the first thing
that ran through my mind was the advise an
elderly man gave me while I was obtaining
my JAMB form last year. He encouraged me
not to choose OOU as my university choice.
He stressed that the school is
internationally known for strike. Since
strike is no prayer of any student he advises
me to run away from the institution. I
turned deaf ears!
In fact, I’ve heard several news of how the
school used a whole year for a semester.
This is not encouraging. I mean, it is a ‘song
of a goat’; a complete tragedy!
But sir, since the slogan and mission of the
APC is to ‘change’ the dilapidated parts of
our society and the motto of your
administration is to rebuild the state. For
one to rebuild, it simply means something
has been destroyed or damaged which the
present government is aimed at rebuilding.
In the education sector, Olabisi Onabanjo
University in particular, rebuilding means to
us, rebuilding the physical structure,
payment of salaries as at when due,
payment of benefits, staying away from the
disease called strike and lot more. With this
slogan and mission, it will be an error and a
sort of infidelity if the strike persists.
It will be erroneous for a person to say that
Your Excellency has not been trying his best
in the payment of salaries and taking care of
education. In fact, for the whole of the last
academic session, there wasn’t strike to halt
academic process. In this your tenure too,
the University was ranked the best state
University in Nigeria. This is wonderful of
you sir. But the cause of this strike is that,
maybe, your Excellency have forgotten to
pay the union there salary subvention, for
I’m very sure you’re your government
cannot deliberately abandon the schoolAs a
student of the school, I can testify to the
fact that the learning environment of the
institution is not conducive. And that our
lecturers have been patient enough to
endure the suffering by not getting the
salary subvention.
According to what Your Exellency posted on
Facebook that you haven’t entered any
contract with the school authority for any
subvention, it will be imperative to state
here that even if you haven’t entered an
agreement with them, it is needful of you to
see to the condition of the institution. Since
the school is government owned. And I
don’t think the union will suffer from such
dishonesty by demanding for a benefit
which you have not promised to pay them.
The whole academic staff of the school can’t
be so daft to the extent of not remembering
the promise you made to them. Or is it that
our lecturers love strike? Hell NO!
Sir, if two elephants fight, the ground
suffers. In this case of daily strike, it is the
students that suffer the loss coming from it.
Psychologically speaking, impromptu break
in academic process causes loss of
concentration resulting to poor
performance of students. It has been one of
the factors contributing to the decline of
education quality in Nigeria. Even before
the strike, our school calendar has been
fashioned in such a way that the school’s
will meet-up with the normal academic
calendar of other schools. Now that there is
strike which no one knows when it will
ends, it will be correct if I say that, anytime
the school resumes, irrespective of the time
spent at home, the calendar will be close to
examination time. Put simply, examination
will be at the door step of the ‘innocent’
students. Because of this, academic calendar
will be compressed and some parts of the
curriculum will be skipped and this is at the
detriment of the student.
With this compressing, the graduates pulled
out of the university on yearly basis will
turn out to be half-baked.
It will be important to note that there is a
great relationship between economic
development and educational growth. So, if
proper care is not taken and the graduates
end up becoming half-baked, the nation’s
economy will eventually be in a state of
calamity and this I’m sure is not the goal of
thy administration.
In Nigeria, students are known for anti-
social behaviors (not all though) but the
school have been trying her best to put an
end to this by keeping them busy in school.
Now that the school is on strike, more
petrol has been added to the fire of
antisocial behaviors among students. The
strike will also encourage pregnancy among
our ladies and some of our guys will go into
armed robbery, hooliganism, cyber crimes
and a host others. To those ladies that are
one time or the other into ‘runz’ business
but have left the dirty job because of
school, the strike is now a gate opener to
the doors of different hotels both home and
abroad.
The business men and women in Ago-Iwoye
are seriously in great hardship. The bus/taxi
drivers, petty traders, the ‘Printout-
photocopyers’ , the photographers,
doughnut sellers,…, in fact, all the economy
of Ago-Iwoye is in a state of mourning just
because of the strike. Since the students
that are centre of concentration of their
businesses and these student have left the
school for their various homes, hence the
groaning.
Since these men and women see nothing to
trade on, they become idle and they start
imagining some funny things which are
dangerous to the health of the state. And
the idle hand, they say, is the devil’s
workshop. If the strike is not call off
quickly, many of these gentle men and
women will involve themselves in criminal
activities; armed robbery, money rituals,
which will worsen the state of the economy.
Sir, the fact is that the lecturer won’t
resume if their demands are not met, it will
be advisable for you to have a round table
discussion with the ASUU to make things
change for better. If the strike continues,
one shouldn’t be surprise if the school,
which is presently ranked the best state
university, turn out to be first from the rear
next year. This will be a great shame on the
institution. Ant I think it is inevitable
because a school with inadequate facilities,
equipments and infrastructural facilities
won’t meet the requirement of a standard
institution.
For the strike, I think, is not for their
(ASUU) personal interest but for the
interest of the student which are the leaders
of tomorrow. Since education is the fulcrum
of national development, the educational
sector must be properly taken care of so as
to have a better future for the country. The
education sector is in comatose and needs
urgent overhauling. And if this overhauling
is not done quickly, it requires little or no
imagination to admit that the government
only enjoys toiling with the future of the
country.
We hope the cry of we(the students, the
mercies and the ASUU) will be heard as soon
as possible. As we look forward to seeing
you care about the future of the country, we
thank you in futurity.
Yours Faithfully,
Festus Ogun

The Strike Can End Tomorrow If.... Dr Agboola
(ASUU OOU CHAIRMAN) by damilare mickel The
Academic Staff Union of Universities, Olabisi
Onabanjo University branch yesterday commenced
an indefinite strike. The decision was arrived at a
close door meeting of the union held today at the
centre for transport studies which was presided
over by the ASUU OOU Chairman, Dr. Deji Agboola.
Speaking with OOUVANGUARD shortly after the
congress, Dr. Agboola said the union reviewed all
the updates including the meeting they have with
the council and labour organisation. " The congress
reviewed all the updates including the meeting we
had with the council and labour organisation" he
said. He also said the explanation given is not
satisfactory, that the council is still discussing with
the government on the issue of funding. He said"
the explanation given was not satisfactory that the

the issue of funding" Speaking further, Dr. Deji
Agboola said the visitor (Governor Ibikunle Amosun)
said on June 27, 2011 that he will fund the
University once he has a council that he can trust.
