No I didn't graduate from there and also have no job offer. So what am I to do next?

From my assessment on one of the state's Web site, using their self assessment link, I had the following points.
Age 30
State sponsorship 5
Degree 15 (provided mi pgd is accepted)
Toefl 10 (proficiency level)
Work experience 10 (5-8yrs).
Partnership skill 5
Totalling 75. Though I know it may not be the real point when been assessed by appropriate body.
Hence where do I start the whole process?

I also found out that Tasmania and Adelaide are sponsoring urban and regional planning on sub class 190.
