Due to excessive abuse of those drugs above.

If an importer didn't pass through those check marks, go ahead and import it will be sized and termed contraband.

The importer knows eyes are on lagos ports, decided to pass it through onne port.

Any goods thats not allowed or not pass through the right channel is termed contraband.
