Jihadist Boko Haram suspected of attack on refugee camp in northeast Nigeria as group intensifies terror campaign in region

MAIDUGURI — Two female suicide bombers killed more than 60 people at a camp for people displaced by an insurgency of the jihadist Boko Haram group in the northeast Nigerian town of Dikwa, military and emergency officials said on Wednesday.

The attack occurred 85km outside the capital of Borno state, centre of the seven-year insurgency.
It took place on Tuesday, but a breakdown in the telephone system prevented the incident being made public earlier.

Boko Haram is one of the world’s deadliest terrorist groups and a regional affiliate of Islamic State.

The two female suicide bombers entered an internally displaced persons (IDP) camp and set off their bombs in the middle of the camp, emergency officials and the military source said.

The attack was believed to be a reprisal for a military strike on Boko Haram strongholds in the area last week.

The chairman of the State Emergency Management Agency, Satomi Ahmad, added that 78 people were injured.

No group claimed responsibility but the attack bore the hallmarks of Boko Haram, which has frequently used female bombers and even children to hit targets.

The militant group has recently increased the frequency and deadliness of attacks with three at the end of January. At least 65 people were killed outside Borno state capital Maiduguri on January 31.

Since it lost territory to a government counteroffensive last year, Boko Haram has reverted to hit-and-run attacks on villages and suicide bombings at places of worship or markets.

Boko Haram has only rarely targeted camps housing people displaced by the conflict and Tuesday’s attack was the first one to kill victims in Borno state.

The military said militants made one abortive attempt on a camp on the outskirts of Maiduguri on January 31.

Boko Haram hit a Nigerian IDP camp for the first time in September, in the Adamawa state capital of Yola.

Telecoms firm Etisalat said MTN’s purchase of internet provider Visafone could create a dominant data services market player in
Nigeria, harming competition

ABU Dhabi-headquartered telecoms company Etisalat is suing MTN for the second time in less than a year in Nigeria. Etisalat said on Monday it was suing MTN over the latter’s purchase of Nigerian internet provider Visafone Communications.

Etisalat said MTN’s purchase could create a dominant data services market player in Nigeria, harming competition. MTN later confirmed that Etisalat Nigeria had served it with a court summons based on a lawsuit. But MTN added that it was not the first time it had been sued in Nigeria by Etisalat.

"In July 2015, the company (Etisalat Nigeria) filed a suit against the NCC (Nigerian Communications Commission) and MTN, at the Federal High Court, Lagos, seeking a number of orders including an order of mandamus to compel NCC to direct MTN to withdraw its 11 kobo (Nigerian cents) per second tariff plan, among others," said MTN.

"This was the same tariff plan widely advertised and being charged by other networks including Etisalat and approved by the NCC. "MTN filed a preliminary objection challenging the suit, and on December 2 2015, Etisalat’s action was dismissed by the court with costs awarded in favour of NCC and MTN," said the company.

Regarding the latest court action by Etisalat, MTN Nigeria executive Amina Oyagbola said the acquisition of Visafone was concluded after obtaining statutory and regulatory approvals.

However, Ms Oyagbola was not willing to comment further on the lawsuit as the matter is "sub judice". The NCC last year slapped a $3.9bn fine on MTN Nigeria after the mobile network failed to disconnect 5-million SIM cards in a timely manner.

MTN Nigeria is challenging the fine in court. Last month, a Lagos court adjourned MTN’s legal challenge to March 18 to give the parties a chance to settle the matter.
