Go to ebay.com and click on register. Follow the instructions and fill all the details. The details should correspond with info your bank has i.e your address , date of birth, phone number etc should all correspond.

Go to paypal.com/ng and register. Follow the instructions, before you do that, make sure you have a valid visa or mastercard (normal bank atm) I use diamond bank visa. Once you create a paypal account, a mail will be sent by PayPal to your email address. Following the link it leads you back to your account just created. Then you can verify your PayPal account by linking your debit card. Make sure all info is same with your bank like billing address etc.

You will then be sent a pass code by your bank and 2 different monies will be deducted from your account. About 388 and 167 naira. The 388 will be refunded but the other one will not. Once the pass code is sent, you'll follow the link back to paypal to put in the 4 digits pass code and voila, your account is verified and you can start using it.

If you want to us the op's US address as your shipping address, go to your eBay, click on account settings and click on edit primary address. You'll input the address in the format the Op stated. Note: only edit your primary address on ebay not paypal o.

Once edited, it also shows on paypal as confirmed address. I don't know how they confirm maybe they call the Op.
