Does anyone know if there are areas in Nigeria that have electricity but don't have internet access (due to no mobile phone coverage or landlines)?

Before the internet there were BBSes (Bulletin Board Systems) connected via modems in a network called Fidonet.

I am wondering whether that technology could be used, but using USB sticks to transport messages instead of phone lines.

Anyone have contact with someone in that position?
