The reason why foden is not on the bench is due to pep philosophy.
Pep neva uses old players for a long-term. Once he noticed an old player doesn't have that hunger to continue winning trophies, he simply dump you.

Foden has accumulated good amount of major trophies under guardiola, so no need for him to be included in the team again.
Simply ask yourself, where are all the old and effective players that Pep started mancity with!
