The National Petroleum Investment Management Services ( NAPIMS ) , an arm of the Nigerian National Petroleum Corporation ( NNPC ) , has directed operators in the petroleum industry to contribute to the Internally Displaced Persons ( IDP ) Intervention Fund for the people of the North East.

A letter to the operators, exclusively obtained by The Guardian , shows that contributions will be made to a proposed “ Dedicated Account , ” while specific areas of infrastructure development interventions were spelt out, which should be “ treated as urgent. ”

However, as urgent as it is meant to be, the NNPC and some of the operators were reluctant to speak on specific issues raised by The Guardian in an enquiry sent to them .

Although the NAPIMS ’ directive did not indicate how much the IDP Fund is, The Guardian learnt that each operator is expected to contribute at least $100 million annually to the fund.

The directive is coming as a surprise to many analysts , especially as there is already a Presidential Committee on the North East Initiative ( PCNI) engaged in various intervention programmes .

President Muhammadu Buhari in January last year appointed a committee headed by Gen . Theophilus Danjuma , and Africa ’ s richest man , Aliko Dangote, and a host of others as members , to rehabilitate infrastructure and resettlement of the IDPs

Aside from these , respective individuals and corporate establishments , foreign and local, have initiated various support programmes for the North East IDPs , which make the NNPC/NAPIMS directive curious , especially as the Federal Government will share in the contributions based on its equity stake in the joint venture ( JV ) operations .

The NNPC is the government ’ s concessionaire in the oil ventures, and would inevitably pay from its share as part of the operating cost for the year .

The letter titled “ Internally Displaced Persons ( IDPs) Intervention Programmes /Projects and Proposed Dedicated Account” reads :

“ Further to the creation of a line item in the 2017 budget ( 5800:11) and the allocation of funds therein , it is our firm belief that to achieve the purpose for which the intervention programme and attendant budget was meant , you are hereby advised to carry out the following:
“• Immediate construction of the resettlement projects ;
“• Constitution of a project monitoring committee ( composed of NNPC /NAPIMS /operators facilities engineers and community development personnel);
“• Opening of a dedicated account exclusively for the purpose of prompt payment for IDP intervention ( projects and programmes ) activities ;
“• Funding of the account one -off, to avoid payment delays due to the vendors /contractors; and
“• Ring- fencing of the IDP budget.
“ NAPIMS , in conjunction with operators, will utilise the IDP intervention funds to construct resettlement facilities that can be replicated at various locations as detailed overleaf :
“ Proposed Projects
“• Units of 2 bedroom twin bungalows – 50 units per settlement ( expected to house 100 families);
“• Schools ( primary and secondary );
“• Health care centres /cottage hospitals;
“• Market stalls;
“• Provision of potable water; and
“• Electrification .
“ The facility is also expected to have roads, drainage channels and waste disposal systems .
“ A soft copy of the bill of quantities and cost structure will be forwarded to you soon .
“ Please treat as urgent. ”
The letter was signed by former Group General Manager of NAPIMS , Dafe Sejebo , for the NNPC, who ironically was relieved of his position the same day, after making a presentation on the IDP intervention programme .


But the Socio -Economic Rights and Accountability Project ( SERAP ) declared the NNPC -NAPIMS directive as illegal and should not be encouraged , as it is government ’ s responsibility to take care of its citizens and not tax -paying corporate entities.

President Muhammadu Buhari has appointed Mrs. Aishah Ahmad, as Deputy Governor of the Central Bank of Nigeria.

According to a statement on Thursday by his Special Adviser on Media and Publicity, Mr. Femi Adesina, the President had presented Ahmad to the Senate for confirmation.

Adesina said the woman would replace a former Deputy Governor, who retired early this year.
“In accordance with the provisions of Section 8(1) (2) of the Central Bank of Nigeria (Establishment) Act 2007, President Buhari urged the Senate President, Dr. Bukola Saraki, to consider the expeditious confirmation of Mrs. Ahmad, who would then resume work immediately,” the statement read.

The presidential spokesman added that Buhari had written the Senate, seeking the confirmation of appointment of members of the Monetary Policy Committee of the CBN.

He said the appointees were to replace four members, whose tenure expires at the end of this year.

“The nominees are: Prof. Adeola Festus Adenikinju; Dr. Aliyu Rafindadi Sanusi; Dr. Robert Chikwendu Asogwa and Dr.Asheikh A. Maidugu.
“After Senate clearance, the new members of the Monetary Policy Committee are to resume duties next January,” the statement added.

A banker and investment adviser, Ahmad has over 20 years certified experience with global financial institutions such as Stanbic IBTC Bank, Zenith Bank PLC and Bank of New York Mellon among others.

The development was made public in a statement signed by Joseph Attah, Public Relations Officer, Nigeria Customs Service.


Attah listed the five Deputy Comptrollers-General’s as:

2. DCG Augustine Chidi

3. DCG Sule Robert Alu

4. DCG Patience Iferi (Ph.D)

5. DCG Ronke Olubiyi

The eight Assistant Comptrollers-General’s are:

The elevated officers were congratulated by Col. Hameed Ibrahim Ali (Rtd), the comptroller general of Customs, after they were decorated with their new ranks.

Ali asked them to see the promotion as a call to higher service.

In response, DCG Ronke Olubiyi who spoke on behalf of the newly promoted officers, promised not to let the nation down.

Olubiyi also thanked President Muhammadu Buhari for the confidence reposed on them.

Last night, actress Caroline Danjuma took to her Instagram to boldly accuse pop star, Davido and his crew of dumping the lifeless body of a certain Tagbo, who happens to be her friend, at a General Hospital after he died mysteriously in Davido's car.

What we know about Tagbo? Umeike; the young man whose dead body was allegedly dumped at General Hospital.

Although Davido's camp has denied the reports, here's what we found after digging for info about the Tagbo guy.


Tagbo Umeike, according to his Facebook profile is an alumni of Home Science Association Secondary School and a graduate of Lagos State University. He once had a stint as an engineer with ASTRA Engineering and he's been around quite a couple of popstars and entertainers, Including Modenine.

Late Tagbo died on his birthday October 3, 2017 after a wild night out with friends.

HOW THE BOKO HARAM CONSPIRACY WORKS - PART 2 : OVER 50 FISHERMEN WERE EXECUTED BY SOLDIERS IN BAGA!
On 22/8/2017, we wrote an article titled “How the Boko Haram conspiracy works – Part 1”. Today, we are continuing with the series, starting with a startling eye witness account of how Nigerian army officers are deeply complicit in the Boko Haram conspiracy. On this occasion, soldiers executed more than 50 local fishermen and then blamed it on Boko Haram!

This is the Eye Witness account:
If you can remember, some weeks ago, some fisher men were killed in Baga. Do you know that they were not killed by Boko Haram, but killed by the same people saddle with the responsibility of protecting them?
I have so many friends and relatives there, they crossed to Niger Republic and told me everything that transpired there.
Baga used be to one of the largest fish markets in Nigeria. Masha Allah. What happened was, the soldiers have now converted to become big merchants. They monopolised everything that has to do with import of goods from various local government. They stopped fishing and closed the market. What they do, they will make the local fishermen fish for them and pay them.

The same fishermen will be used to smoke the fish for them and pack the fish and send it to Southern Nigeria directly from there. If the fishermen fished and smoked the fish, they will not allow them to transport it to Maiduguri, but force them to sell it to the soldiers.

In a nutshell, when the chairman of the local government realized the implication, he talked to the officer in charge of the area. He argued that since peace has been restored to the area, the army should allow the fishermen to come and continue with earning their livelihood. And he promised to give them N2 million monthly and they agreed.

When the locals fished for about 2 months safely, the soldiers realized that they were not getting what they used to get. And they can not openly stop the fishermen, since we all know that there are no Boko Haram in the whole area as the terrorists were completely eradicated by multinational JTF.
Tragically, one unfortunate day, just few weeks ago, the soldiers just went and opened fire on the fishermen and killed more more 50 of them. They then claimed that the fishermen were killed by Boko Haram, since nobody can debunk them. Following this massacre, the locals stopped fishing and the soldiers have gone back to their business of fishing!
Wallahi, these are just some of the atrocities and conspiracies committed by corrupt army officers in my area. If you dare come out and challenge them, they will then tag you as a Boko Haram member or their sympathizer.

As for Buratai himself, last two months when Boko Haram attacked Jiddari Polo, he was in town and the scene of the attack and his guess house is not up two kilometers apart. He was sighted sitting down in front of his house smiling at the people that were escaping from the attack and passing in front of him. From the beginning of the attack to the end he was seated undisturbed.

Some days to the said attack, the locals of the village called Goni Kachallari when they saw the movement of Boko Harram insurgents, they alerted the soldiers near federal high court that they saw Boko Haram members who are filling long holes excavated to prevent the terrorists from getting easy access to Maiduguri. The soldiers responded by saying ok, that Boko Haram cannot enter Maiduguri, so they should not worry themselves. They reported three times to the soldiers, but the soldiers refused to take any action until when Maiduguri got attacked through the same route.

After three days of the incidence, the soldiers went and burnt down the village completely! They accused the villagers of being hypocrites! Please, what is their fault? They have seen suspicious movements and alerted the authority. Instead of them to be rewarded, they were harshly and unjustly punished.
Ok, Doctor, these are just tip of the iceberg.
