What you need to do is get the NIN processed in Nigeria since they don't ask for all that BVN stuff.

Once you have your NIN slip you can go ahead and apply for your passport there.

See as far as I know it's NIN that is needed for passport acquisition.
BVN has nothing do with it atleast in nigeria. Maybe it's a different process in UK.

This are your options
She will need to find a way to update the maiden name on her BVN if she wants to continue the passport application in UK.

In Nigeria, even with her absence she can get the NIN updated to what she wants.
