Read my post again. I didn't say he is non performing. I said nothing special when cross referenced with the money available to him. His ministry is the only ministry exempted from treasury single account.

Other ministers had thesame privilege and chose to do nothing. The former minister was always refunding unspent funds back to the federation account on a yearly basis while the city was begging for development.
