The noisome ambience reeked of marijuana and cigarettes as our correspondent walked down Ipodo Street on Tuesday evening. Sitting on the outskirts of Allen, Ikeja, Lagos, the busy street is one of the few places with a semblance of bustling life characteristic of Nigeria’s economic capital since the state went into lockdown about three weeks ago.Source: https://punchng.com/lagos-sex-workers-slash-rates-to-attract-customers-despite-lockdown/

Wealth is not uniformly distributed among the 36 states of Nigeria. Some of the states like Lagos, Rivers and Delta are quite richer than the other. This post is about the top 10 poorest states in Nigeria this 2020 in terms of GDP. It is important to note that the poorest states in the country are located in the northern part of the country. Of the 10 states on the list, eight are from the north, one from the east and one from the west. Yobe State ($2,011) Yobe state is the poorest state in Nigeria currently. It is located in the northeastern part of the country and has the city of Damaturu as its capital. The state lies in the dry Savanna belt and as such, it is hot and dry. This state is also one of the most terrorized states in the country. In term of land area, Yobe is the 6th largest state in Nigeria. The main economic activity in this state is Agriculture done by the locals mainly on a subsistence level. Gombe State ($2,501) Gombe state with the city of Gombe as its capital is the 2nd poorest state in Nigeria. Just like Yobe state, it is located in the North East geopolitical zone. Gombe state is one of the least populated states in the country. The most important economic activity in Gombe state is Agriculture. Ebonyi State ($2,501) The capital of Ebonyi state is Abakaliki. This is the only state from South East that is on this list. The main economic activity in this state is farming which just like in the other states above is done at a subsistence rate. The standard of living in Ebonyi state compared to other states in the South East is very low. Ekiti State ($2,848) Ekiti state is located in the Yoruba dominated south west part of the country. This state boasts of producing the highest number of professors in the country as well as has some pioneer academics in the state. Ironically, despite its human and natural resources, it is the south west poorest Yoruba states. Farming is the widespread economic activity in the state. Jigawa State ($2,988) Jigawa state is located in the North West geopolitical zone and it is the 5th poorest state in the country and has a GDP of $2,988. The main economic activity in this state is agriculture. Nasarawa State ($3,022) Nasarawa state is one of the states bordering the Federal Capital Territory (FCT). It is located in the north-central part of the country (also known as Middle belt). The city of Lafia is the capital of Nasarawa state and this state is blessed with solid minerals. However, it is mostly being mined by artisans. The main economic activity in this state is agriculture done mostly at a subsistence level. Kebbi State ($3,290) Kebbi state is also located in the northern part of the country. The capital of the state is Birnin-Kebbi. This state is number 7 on the list of the poorest states in the country. The main economic activity in this state is agriculture. Taraba State ($3,397) Taraba state is also located in the north, and has the city of Jalingo as its capital. Just like the states above, agriculture employs most of the state’s population. Kwara State ($3,841) The city of Ilorin is the capital of Kwara state. The state is located in the North central part of the country and it is one of the poorest in the country in terms of GDP Zamfara State ($4,123) Zamfara state is an agricultural state and depends on farming. The state is located in the north western part of the country and it capital is Gusau. https://nigerianinfopedia.com.ng/poorest-states-in-nigeria/ |

Kaduna State Government has extended the lockdown occasioned by the coronavirus pandemic in the state by 30 days. This was contained in a statement on Sunday signed by Muyiwa Adekeye, media aide to Governor Nasir El-Rufai. The government had imposed its quarantine orders on the state for one month beginning March 26. According to the statement, the governor’s extension decision followed the recommendation of the State Standing Committee on COVID-19 chaired by the Deputy Governor, Dr Hadiza Balarabe. It said the increasing record of coronavirus cases in neighbouring cities, especially Abuja, called for stiffer measures to be taken to curb the spread of the pandemic. The government stated that the lockdown extension is effective Sunday, April 26, 2020, adding that the two-day window during which the restriction of movement was relaxed on Tuesdays and Wednesdays has been reduced to only one day; Wednesdays. The statement read in part, “All persons that venture out of their homes for whatever reason must wear facemasks and observe social distancing everywhere they go, in markets and in authorised vehicles. “All residents of Kaduna State are quarantined and must stay at home. No office, event centre, market, shop or business of any sort or place of worship is allowed to open. “The only category of persons exempted are workers in essential services such as health workers, the fire service, water corporation, electricity distribution and security personnel. Tankers conveying fuel to petrol stations are also permitted to move. “Businesses in the food and pharmaceutical value-chain are exempted and shall enjoy the protection accorded to other essential services. “Schools, places of worship, event centres, sports grounds, bars, restaurants, public parks and all other places where large crowds could gather are to remain closed until further notice.” The government stressed that no visitor is welcome in the state during the pandemic, adding that mobile courts have been empowered to try violators and impose the prescribed penalties, including fines, imprisonment and forfeiture of vehicles, upon conviction. According to the Nigeria Centre for Disease Control as of Saturday night, 10 of the 1182 coronavirus cases reported in the country were confirmed in Kaduna State. https://punchng.com/breaking-kaduna-extends-lockdown-by-30-days/?amp=1&__twitter_impression=true

The Osun State government says that there is no cause for panic over the 49 returnees from Ivory Coast to the state since they have tested negative to COVID-19. This is according to a statement issued by Funke Egbemode, the Commissioner for Information and Civic Orientation on Thursday. In it, she said, “This is to officially allay the fears and panic in the public informed by insinuations that the State Government of Osun allowed a new batch of Ivory Coast returnees into the state, after the first experience which led to a surge of confirmed cases of the COVID-19 disease in the state. “The State Government wishes to set the record straight, thus: 49 indigenes of Osun yesterday returned to the state. 41 are from Ejigbo and 8 from Iwo. We have an official report showing they all have tested negative for COVID-19. “These 49 indigenes of Osun, on arrival from Ivory Coast, were graciously received by the Lagos State Government at the Nigeria-Benin border, were quarantined for 14-days in Lagos State’s facility in Badagry where they were tested for COVID-19 infection during the period. Those who tested positive to the disease were moved into Isolation Wards in Lagos, while those who tested negative to the infection were cleared and those from Osun were allowed to return to State of Osun, their destination. “The State Government of Osun hereby assures its citizens that there is no cause for alarm or reason to panic. The returnees who were accepted into the State have been certified to join the society by the appropriate agencies of the government. Hence, they pose no risk or threat to the people of Osun. “The state government urges its citizens to continue to trust that this administration is committed to protecting the people of Osun with everything within its powers.” https://tribuneonlineng.com/no-cause-for-panic-over-49-ivory-coast-returnees-%e2%80%95-osun-state-govt/amp/?__twitter_impression=true

Italy began conducting antibody tests in the northern region of Lombardy on Thursday, seeking information about coronavirus immunity to help guide authorities as they reopen the long locked-down country. Lombardy, the region hardest-hit by the coronavirus crisis in Europe’s worst-affected country, is betting that the science about “herd immunity” derived from the blood tests will help the prosperous industrial region return to work faster and safer. Nearly 13,000 people have already died of the virus in densely populated Lombardy, whose capital is Milan — more than half of Italy’s total dead. Although Germany has already started nationwide antibody tests and countries such as Finland and Britain have announced plans to roll them out, many questions remain about how reliable data derived from the tests will be. Health authorities have said 20,000 tests would be performed every day in Lombardy. First to be tested are those in the worst-hit provinces: health workers, those under quarantine showing coronavirus symptoms and those they have been in contact with, as well as others with mild symptoms. Authorities hope to roll out the tests to the wider region after April 29. The head of Italy’s National Health Council, Franco Locatelli, said last month that antibody tests would help authorities determine the spread of the coronavirus. Data would also provide “very relevant information on herd immunity” which would useful in developing strategies to help restart the country, he said, such as who could be allowed to go back to work. – Risks remain – The kits, made by Italian biotech firm DiaSorin, look for the presence of antibodies in the blood. Such antibodies indicate that the person has been exposed to the virus, pointing to some level of immunity. They differ from the more common swab tests, which test molecules from nasal secretions to determine whether a person currently has the virus. Lombardy’s swab testing has revealed that 24 percent of those tested have the virus. Immunity to the virus is little understood and hopes about its efficacy possibly exaggerated. Lacking data, virologists and epidemiologists must extrapolate information from past coronaviruses, such as the SARS outbreak in 2002-2003, to make predictions. Experts believe at least 60 to 70 percent of a population must be immune to the virus in order to gradually wipe it out. But recent studies, such as one conducted in March and April by France’s Institut Pasteur, have found that so-called “herd immunity” was harder to attain than believed. At a high school in the Oise department of France, site of one of the country’s first outbreaks, researchers found only 26 percent of students, teachers and their families carried antibodies. Moreover, it is not known for how long immunity to coronavirus lasts, meaning there is a risk those deemed “immune” may be re-infected and pass along the virus to others. – ‘No guarantee’ – “There’s no guarantee that these antibodies protect from a new infection. We can only hope so for the moment. We’ll know in the future,” Guido Marinoni, president of Bergamo’s surgical and dental association, told AFP on Thursday. Marinoni, who organised local testing in the badly affected province of Bergamo and plans to study results, also cautioned that a lack of antibodies might mean the disease was still its early stages and antibodies had not kicked in yet. Even more risky, a person who has developed antibodies can still carry traces of the virus, and be contagious. Therefore, experts such as Italy’s Locatelli say antibody tests should be accompanied by swab testing. Immunologist Jean-Francois Delfraissy, who heads France’s scientific council formed to fight coronavirus, said many doubts remain. We’re currently asking the question whether someone who has had COVID-19… is as protected as we think,” he said. Scientists must wait until more reliable data is available, said Saad Omer, director of the Yale Institute for Global Health. “It’s too premature,” Omer told AFP. “We should be able to get clearer data very quickly — in a couple of months — when there will be reliable antibody tests with sensitivity and specificity.” https://punchng.com/italy-begins-antibody-tests-for-coronavirus-immunity/

Two patients have died of coronavirus-related complications in Lagos State, bringing the total number of COVID-19 fatalities recorded in the state to 18. The state’s Commissioner for Health, Prof. Akin Abayomi, made this known via his Twitter handle on Thursday. He also confirmed that 74 new COVID-19 cases were recorded in Lagos on Wednesday. “Total number of confirmed #COVID19 cases in Lagos rises to 512. Lagos recorded two more COVID-19 related deaths. Total Lagos COVID-19 deaths are now 18,” he tweeted. The NCDC also noted that Lagos has the highest number of confirmed COVID-19 cases in the country. The NCDC said, “On the 22nd of April 2020, 91 new confirmed cases of COVID-19 were recorded in Nigeria. The Academic Staff Union of Universities says its ongoing strike would continue despite the order of the President, Major General Muhammadu Buhari (retd.), that February and March 2020 withheld salaries of lecturers in federal universities should be paid The Federal Government had previously withheld the lecturers’ salaries over their refusal to register in the Integrated Payroll and Personnel Information System. The union, among other issues, embarked on an indefinite strike, arguing that the implementation of the IPPIS was against the FG-ASUU 2009 agreement. Reacting to the payment of withheld salaries, the National President of ASUU, Prof. Abiodun Ogunyemi, insisted that the lecturers would not resume work because the strike was not only about IPPIS. Instead, he told The PUNCH that the payment would pave the way for a meaningful dialogue with the government. “Now, we can discuss without an atmosphere of intimidation. This will lead to a meaningful dialogue. The ongoing industrial strike action by the union is still on. Our strike is not just about the IPPIS,” he added. He also queried the Federal Government’s motive of asking Vice-Chancellors to pay lecturers with their Bank Verification Number Ogunyemi said, “If they had not paid at this time, with what everyone is going through, it would have meant a declaration of war. The discussion will start when they pay. They have even attached a condition to the payment. “Our members weren’t paid with BVN in the past. Why the sudden change? They should go back to the old system which they have always used to pay.” The ASUU president said paying the lecturers was not a favour, adding that “Members worked in February and we were still working in March before this coronavirus pandemic broke. It is expected that a labourer is paid his wages. Even as we are talking, people are supposed to be prepared to get their April salary.” A top official of ASUU, who is among the negotiation team in the FG-ASUU IPPIS crisis, however, told The PUNCH that top officials of the union would meet after the salaries are paid to determine the next line of action. “The moment the salaries are paid, the National Executive Committee of the union would meet to deliberate on the next line of action,” he said. The Minister of Labour and Employment, Dr Chris Ngige, had on Tuesday said the President directed the Minister of Finance, Budget and Planning, and the Accountant General of the Federation to effect the payment urgently to cushion the deleterious effects of COVID 19 pandemic lockdown on lecturers and members of their family. The Labour Minister added that all the Vice-Chancellors were asked to revalidate the affected lecturers’ Bank Verification Numbers and forward to the Accountant General of the Federation for the payments. The Federal Government had directed all federal tertiary institutions in the country to enroll in the IPPIS from February 2020.

The Oxford English Dictionary has been updated with new words relating to the coronavirus pandemic in its April edition. The PUNCH reports that additions were also made in the dictionary’s sub-entries and unrevised entries. The newly-added words are COVID-19, infodemic, R0, self-isolate, self-isolated, self-isolating, self-isolation, self-quarantine, self-quarantined, shelter in place, social distancing, and social isolation. The dictionary also added “to flatten the curve” in its new entries. “PPE” and “social recession” were updated in the dictionary’s sub-entries while “elbow bump” and “WFH” – working (or work) from home – were included in its unrevised entries. In a post on its blog, OED also listed 20 keywords searched during the coronavirus pandemic – January – March. In January and February, some of the keywords related to coronavirus; others referred to other world events such as the Australian bushfires, the assassination of Qasem Soleimani, Donald Trump’s impeachment and acquittal, the Democratic caucuses, locust swarms in East Africa, investigations into the Astros sign-stealing scandal, and so on In March, however, every one of the top twenty keywords was in some way related to coronavirus. In January, the words mainly relate to naming and describing the virus: coronavirus, SARS, virus, human-to-human, respiratory, and flu-like. By March the keywords reflect the social impact of the virus, and issues surrounding the medical response. Among the words listed are social distancing, self-isolation, and self-quarantine, lockdown, non-essential (as in non-essential travel), and postpone are all especially frequent, as are PPE and ventilator. Others are COVID-19, pandemic, distancing, coronavirus, self-isolate, sanitiser, quarantine, virus, outbreak, corona, postpone, disinfect, and isolation. OED Executive Editor, Bernadette Paton, said some of the words were generated through news and social media. He said, “Some of the terms with which we have become so familiar over the past few weeks through the news, social media, and government briefings and edicts have been around for years (many date from the nineteenth century), but they have achieved new and much wider usage to describe the situation in which we currently find ourselves.” https://punchng.com/coronavirus-oxford-adds-new-words-lists-keywords-searched/?amp=1&__twitter_impression=true

Kaduna State Governor, Nasir El-Rufai, has recovered from coronavirus, The PUNCH reports. The governor, who made this known on Wednesday via Twitter, said his family went through trauma when he tested positive for the virus. But nearly after four weeks of being in isolation receiving treatment, he said he now tests negative for the virus as shown by two consecutive negative test results. He wrote, “I thank Almighty Allah for His grace and mercy. I also acknowledge with gratitude the massive outpouring of sympathy, prayers and public support that followed the disclosure of the infection. “My family not only went through the trauma of potentially losing a member but also the risk of being infected as well. The entire family has been supportive as usual, while my many friends and colleagues from all over the world have sent their prayers and best wishes. “I wish to thank the diligent medical personnel of our Ministry of Health and the Barau Dikko Teaching Hospital who managed my case for their dedicated and professional care.” According to the Nigeria Centre for Disease Control as of Tuesday night, nine of the 782 total cases of the virus reported in Nigeria were recorded in Kaduna State. https://punchng.com/covid-19-my-family-went-through-trauma-el-rufai-speaks-after-recovery/?amp=1&__twitter_impression=true

Eight babies and toddlers at a Tokyo care centre have tested positive for the coronavirus after a staff member contracted the disease, its operator said on Wednesday. Tokyo Saiseikai Central Hospital, which operates the facility, said the affected children had been hospitalised, while another 21 tested negative and were under observation. The facility is for orphans or children separated from their parents because of possible abuse or neglect. A staff member tested positive for the virus on April 16, prompting tests for all the children, the hospital said in a brief statement, without disclosing further details. Tests are being carried out on 46 staff members who are self-isolating at home. The children who tested positive were not experiencing high fever, local media said. Japan has so far avoided a huge spread of coronavirus infections, but some medical facilities have suffered in-hospital transmissions. https://punchng.com/eight-babies-toddlers-contract-coronavirus-in-japan/?amp=1&__twitter_impression=true

The Dutch Football Association “intends not to continue” the Eredivisie season after the national government extended a ban on major events until 1 September because of coronavirus. Ajax and AZ Alkmaar are leading the Dutch top flight level on points after 26 games, with Ajax ahead on goal difference. Dutch football’s governing body KNVB said in a statement it “intends not to continue playing the 2019/20 competition” but will consult Uefa before making a final decision. Earlier on Tuesday, Uefa said some European leagues could be cancelled “in special cases” because of the pandemic. Based on the government's decision, the KNVB will consult with Uefa, after which the decision will be taken,” the KNVB statement continued. “The KNVB has not yet definitively cancelled competitions because of financial difficulties in the football industry due to the corona crisis.” Eredivisie clubs will meet on Friday “to discuss the consequences” of the decision, while training grounds will reopen “under strict conditions” so that players can train. “It’s a massive blow for all the professional clubs at the highest level,” Dutch football journalist Marcel Van Der Kraan told BBC World Service. “The Eredivisie was hoping they could resume. But we know it is impossible to organise matches with fans and the Prime Minister says it is not wise to do it without fans.” http://www.bbc.com/sport/football/52376543
