The Economic and Financial Crimes Commission (EFCC) yesterday interrogated  a former Minister of Aviation Osita Chidoka over an alleged N3.9billion fraud in connection with the procurement and Installation of sensitive security cameras/ infrastructure in five International Airports.

The contract was awarded to Bri and Bru Limited.

Before Chidoka  was invited, the EFCC had quizzed the Managing Director of Bri and Bru Limited, the managers of the five international airports, the managing director of the Federal Airports Authority Nigeria( FAAN)  and some offiicials of the ministry of aviation.

According to a top source, the ex-minister arrived at the 15 A Awolowo Road, Ikoyi Lagos office of the EFCC at about 12.30pm.

As at 6.30pm, EFCC detectives were still grilling the ex-Minister, who is a former Corps Marshal of the Federal Road Safety Commission (FRSC).

A fact-sheet on the investigation said: “The former minister is being quizzed in a case of alleged conspiracy and diversion of public fund in the N3.9billion  contract for the procurement and Installation of sensitive security cameras/ infrastructure at the five International Airports, awarded to a company named Bri and Bru Limited.

“Part of the said contract sum was allegedly fraudulently diverted to the use of the company and its cronies rather than the execution of the project under the watch of Chidoka as minister.

“In the course of investigation, it was discovered that upon awarding the contract, payments were to be made according to stages of job done and the first payment of 15 per cent was done via the company’s Heritage Bank Account and also another payment of 60 per cent was done which brought the total payment received by Bri and Bru for the execution of the project to 75 per cent or N2,865,961,323,19.

“Investigators discovered that Bri and Bru sub contracted the project to another company Surcomtec Nigeria Limited owned by one Chibuzo Obi.  The total sum of $4,370,365.00 which is the equivalent of N2,400,000,000.00 was traced to Surcumtec inc Account in America ostensibly for the purchase of equipment for the project.

“From the account of the company various payments were made to the former minister and some of his family members, director of Consumer Investment Limited and his younger brother, Obinna Chidoka, who is a member of the House of Representatives.

please I just noticed that my qsat 23g doesn't get channels from frequency 12000 and above .....only get channels btw 11000 -11999 do show.....and channels on 12000 above are working fine on strong decoders...what is d problem?

There is N9.4 billion meant for the installation of security devices at the 22 airports?

This is the knot the Economic and Financial Crimes Commission (EFCC) is battling to untie.

Its detectives have traced about N3.9billion of the N9.4billion to a company belonging to a former Minister of Aviation, Sen. Stella Oduah and five other firms.

The firms are Broadwaters Resources Company Limited; Sobora International Limited; Global offshore and Marine Limited; Tip Top Global Resources Limited and Crystal TV .

About 61 suspects have been grilled by the anti-graft agency in connection with the alleged diversion of the cash.

The EFCC has obtained a court order to impound six dredging vessels, quarry equipment and some equipment bought for Crystal TV under the Interim Forfeiture clause in its Act.

The commission has raised a team to interrogate Mrs Oduah, a senator.

According to a fact-sheet, which was obtained by our correspondent, Tip Top Global Resources Limited, which is linked with the family of a former Secretary to the Government of the Federation, Sen. Anyim Pius Anyim, was paid N780million for unknown services.

The document states: “The contract is for the sum of N9,443,549,531.25 for the procurement and installation of equipment in 22 airports. No evidence that due diligence was carried out before the contract was awarded.

“ This contract was initially awarded to a company called Cybernetics Limited. Ex- President Goodluck Jonathan approved the award to Cybernetics and the Bureau of Public Procurement issued a certificate of no objection. But due to the reduction of the cost from over N10b

to N9.4b., Cybernetics rejected the award.

“I-SEC, which was supposed to be technical partner to Cybernetics, was later proposed by the ex-Minister of Aviation for the contract.

”Out of the contract sum, N3, 911, 887, 753.56 was fraudulently diverted, misappropriated and laundered through some companies. Investigators have been able to trace the cash.”

A director of I-SEC is said to have refunded about N240million to EFCC out of the slush funds traced to him. The EFCC has located six dredging vessels, quarry equipment and equipment bought for Crystal TV. An interim forfeiture order has been obtained on these equipment.

The N3, 911, 887, 753.56 was “paid to other beneficiaries who do not have direct or indirectly connection to the execution of the contract.”

“About N839, 780,738.09 was remitted to Broadwaters Resources Company Limited N839, 780,738.09 which had no relationship with I-SEC. The cash paid into Broadwaters was later diverted into another firm called Sobora International Limited to liquidate an existing loan into First Bank. The shareholders and signatories to the account are people related to Stella Oduah. Her cousin, who is a staff in her private company called SEA Petroleum and Gas Limited was a signatory into the account.

Another N1, 629,250,000 was paid into the account of Global offshore and Marine Limited out of which about N840m went to Crystal TV Limited. The shareholders and signatories to the account of Crystal TV are related to Stella Oduah and the cash was used to liquidate existing loan by Crystal TV.

“From the same N1.6b, about N780million was transferred to Tip Top Global Resources Ltd belonging to the family of a former Secretary to the Government of the Federation, Sen. Anyim Pius Anyim where Anyim’s staff were discovered to be signatories to the account.”

Meanwhile, the EFCC has raised a panel to interrogate Sen. Oduah, who is scheduled to appear before the team on February 19th.

“We are set for the ex-Minister’s grilling, it is left to her to keep to the appointment date which she has fixed,” a top source added.

EFCC said: “Oduah was invited on three occasions to report for interview on the 13th June, 2017, 29th June 2017 and 13th November 2017 but she failed to honour any of the invitations.

Rather than appear to face a panel that was raised by the EFCC to interrogate her, Mrs. Oduah, through a letter dated January 5, 2018, informed the commission that she would honour the invite on January 29, 2018.

“The letter was duly acknowledged by the commission and just as the investigators were looking forward to her arrival Oduah played a fast one on the EFCC with another letter indicating that she would no longer be available on January 29.

“She cited an invitation by the Deputy Senate President, Senator Ike Ekweremadu, to accompany him to London where he was scheduled to deliver a lecture at the House of Commons on January 25.

“Oduah stated that her next convenient date to honour your invitation is 19th February, 2018.”

The Economic and Financial Crimes Commission (EFCC) has seized five houses from a contractor Prof. Adenekan Iyiola Adesanya for allegedly diverting about N8billion out of over N20billion spent by the Universal Basic Education Commission (UBEC) for the supply of textbooks, science and technical equipment to schools.

The N8billion was meant for the purchase of science, technical and laboratory equipment to 104 Unity Schools.

The suspect, who is also the Managing Director of Macmillan, was alleged to have paid out N5billion to some individuals and used part of the balance to buy some properties.

The sealed properties include a duplex at 3A Prince Adesanya, Parkview Estate in Ikoyi; another duplex at Plot 10, Segun Olusemo Crescent, Parkview Ikoyi; and three others in Block B 1-6 Erinko Residential and Industrial Estate, Ijoko in Ogun State housing five firms.

Also, eight firms linked with Adenekan are under probe with their accounts frozen in line with the ongoing investigation.

The eight companies traced to the suspect are Aristocrat Specialities Limited; Bromley Technology Limited; Bromley Laboratory Equipment Limited; Calendar Investment Limited; Adeyinka Ventures Limited; Taisol Global Limited; L’enfant Enterprises Limited and Melrose Publishing Company Limited.

A top source said : “The EFCC received a petition bordering on alleged reckless award of contracts in UBEC to launder public funds , diversion of contract sums, non-execution of contracts and misappropriation of funds. The petitioner alleged that about N100billion was involved but our detectives have so far traced about N20billion of the funds disbursed.

“We have confirmed that about N8billion worth of contracts(out of the preliminary N20billion being looked into) for the supply of science and technical equipment to 104 Unity Schools(mainly Federal Government Colleges) were not properly executed.

“Most of the contracts awarded to at least seven of these eight companies did not go through the bidding process. There was no evidence of due process.

“In the course of our investigation, we invited the principals of the 104 schools and their store officers to give account of the total quantity of the items supplied. Some schools received about 30% of their equipment, some got 40% and some 50%.

“About three to four schools in the North-East, particularly those sited in Boko Haram insurgency axis, did not receive any science and technical equipment.

“When we discovered that these equipment were not supplied, EFCC investigators decided to track the money paid by UBEC. The detectives discovered that about N5billion was paid out to some individuals with a strong suspicion that it might have been diverted and used for 2015 general election.

“The suspect allegedly used substantial part of over N3billion balance to buy and build these properties. We have sealed off the affected buildings. Also, the accounts of the eight firms have been frozen.”

The source added: “When we interrogated the contractor, he simply said he was paid for “services rendered.” He also said he sublet the contracts but he was not able to prove to our team the beneficiaries.”

The anti-graft commission had already quizzed a former Executive Secretary of the Universal Basic Education Commission (UBEC), Mallam Suleiman Dikko and seized his passport.

Also grilled were top directors of UBEC including those in charge of Finance and Procurement.

THERE seems to be no end to the alleged mind-boggling financial misappropriation in the former President Goodluck Jonathan administration.

In the centre of it all is, according to records unearthed by investigators, former Minister of Petroleum Resources Mrs. Diezani Alison-Madueke.

Economic and Financial Crimes Commission (EFCC) detectives have just uncovered the withdrawal of $1.3billion from the accounts of the Nigerian National Petroleum Corporation (NNPC), ostensibly to fight kidnapping and other security threats in the Niger Delta.

The withdrawal was neither authorised by the National Assembly nor the Federal Executive Council (FEC).

The former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, is also believed to be unaware of the deductions from the NNPC accounts.

The ex-Minister only relied on a memo from ex-President Goodluck Jonathan without recourse to the board of the NNPC.

A former Group Executive Director, Finance and Accounts of NNPC, Mr. Bernard Otti, has been quizzed by Economic and Financial Crimes Commission (EFCC) detectives.

Otti is said to have also made available to the EFCC some documents, including approvals to withdraw the $1.3billion by Mrs Alison-Madueke.

In two other instances, Jonathan wrote on two other requests mandating the former minister to take part of the cash from either NNPC Security Vote Account or from the “Gas Fund”.

According to sources, EFCC operatives were almost closing up the probe of the ex-Minister when the withdrawal of the $1.3billion was uncovered.

About $1.4billion was requested by the Office of the National Security Adviser (ONSA) via three memos, for “Intervention for Urgent National Security Projects.”

About $1.3billion was released from NNPC accounts but it was unclear what became of the $100million balance as at press time.

ONSA had requested for $1.4billion between March 27, 2014 and May 5, 2014 when approval was given and cash backed.

About three memos were sent to ex-President Jonathan on March 27, 2014, 31st March 2014 and May 5, 2014.

In the first memo, of March 27th, 2014, the former National Security Adviser, Mr. Sambo Dasuki, requested for $1billion to fight kidnapping, crude oil theft and petroleum pipeline vandalism.

The memo to Jonathan, which was titled “Request for intervention for urgent National Security Projects”, said: “Your Excellency, apart from the insurgency in the Northeast, the country is also contending with some other security challenges, such as crude oil theft, sea piracy, kidnapping as well as petroleum pipeline vandalism.

“These challenges have greatly affected revenue profile of the nation and our international image.

“Our gas pipeline network has also come under serious threat as the scourge of vandalism has spread to the gas sector. Apart from the volatility of gas and its potential for collateral damage, especially environmental degradation, shortage of gas will constitute a serious setback to Government’s power generation efforts.

“Additionally, Mr. President had promised during the 30th meeting of NEPAD Heads of State and Governments Orientation Committee that the Trans-Saharan Pipeline Project from Nigeria to Algeria will be completed in 2015. The security of the Nigerian end of this pipeline network is critical to the success and smooth running of this gas project.

“Further to Mr. President’s support so far in our fight against terrorism, there is urgent need to raise our intelligence gathering efforts to more strategic levels.

“It is therefore pertinent that a holistic approach is applied to solving these challenges highlighted above. To ameliorate the above mentioned challenges, some reputable companies have been identified to provide the following:

(a) An integrated maritime domain awareness platform that can be integrated into enforcement platform of the Navy and other agencies to help check crude oil theft, sea piracy and kidnapping as well as Offshore pipeline vandalism.

(b) An Onshore petroleum and gas pipeline surveillance and monitoring solution.

(c) Unmanned aerial platforms for strategic intelligence gathering.

(d) Mobile radars for aerial coverage by the Nigerian Air Force

(5) In view of the foregoing, Mr. President is kindly requested to approve the provision of $1billion intervention funds to enable the urgent provision of the above-mentioned services. Please accept, Your Excellency, the assurances of my highest esteem.”

Commenting on the ONSA memo, ex-President Jonathan on March 31, 2014 approved the release of $1billion. He said: “HMPR, NSA, Paragraph approved.”

A follow-up memo on March 31, 2014 to Mrs. Alison-Madueke and the ex-NSA conveyed the approval.

The memo, signed by a former Senior Special Assistant (Admin) Matt Aikhionbare, said: “RE: Request for intervention projects for urgent National Security Projects.” Reference: (A) Letter NSA/SH/600/A dated 27th March 2014 on the above subject matter. I am directed to forward Reference A to you and to convey to you Mr. President’s approval of Paragraph (5). Humbly submitted for your further action sir.”

In spite of the initial approval, ONSA on April 9, 2014, via a memo NSA/SH/600/A asked for a fresh $200million.

The second memo said: “Your Excellency, please refer to your letter PRES/88-3/MPR/716/149/NSA/ 634 of 31st March 2014 on the above subject. During our review of the process, we realised a few gaps in the assessment of the protection of the gas pipelines, which will likely render the entire protection plan incomplete as the inland gas network was not considered.

“In view of this, I crave the indulgence of Mr. President to please approve an additional $200million only to enable a thorough security of the pipelines. Please, accept, Your Excellency, the assurances of my highest esteem.”

Following the receipt of a second memo, the ex-President wrote: “Approved. Honourable Minister of Petroleum Resources to release funds from the “Gas Fund”.

In a third memo of May 5,2014(NSA/SH/ 600/A), the ex-NSA applied for additional $250million to be sourced from the account of the National Petroleum Investment Management Services (NAPIMS), which is a subsidiary of NNPC.

The memo states: “Your Excellency, in our efforts to continue building capacity for our counter-terrorism efforts, it is pertinent we appropriately and speedily respond to challenges thrown up by the insurgents. This is in addition to several proactive measures already in place by government through the security forces. In view of the above, there is need for urgent intervention in the following areas:

(a) Provision of at least 15,000 ballistic vests and helmets to be issued to all troops in the operations

(b) Provision of 15 mobile scanners to cover entrances to Abuja and strategic cities in the North.

(c) Purchase of urgently needed ammunition for the Nigerian Air Force.

(d) Purchase of ammunition for the Nigeria Police

(e) Purchase of Night Vision Goggles for both the Army and the Air Force.

“To achieve the above-listed objectives, it is estimated that the sum of $250million only will be required. The money could be released from the security funds held by the National Petroleum Investment Management Services (NAPIMS).

“In view of the above, Mr. President is kindly requested to direct the release of $250million only for the above-mentioned subject. Please accept the assurances of my highest esteem.”

In his response, the ex-President directed as follows: “Please, release US$200m only from NNPC Security Vote.”

A highly-placed source in EFCC, who spoke in confidence, said: “Investigation so far confirmed the withdrawal of the $1.3billion from some accounts of the NNPC abroad. But there are sufficient clues of suspected money laundering by the ex-Ministers of Petroleum Resources and some government agencies who used ONSA as a platform.

“There is no evidence of projects executed with the cash. Instead, some of the cash were wired into a few banks by these individuals.

“We have also grilled a former Group Executive Director, Finance and Accounts of NNPC, Mr. Bernard Otti who has cooperated with our investigators by making necessary documents available. We will keep you posted on this case.”

The House of Representatives has yet to investigate the N100bn disbursed to some states by the Central Bank of Nigeria to build cattle ranches, one year after it passed a resolution on the matter.

The House had passed the resolution on January 20, 2017, following a motion moved by a member from Kogi State, Mr. Sunday Karimi.

The National Economic Council reportedly approved the release of the money in 2014 under the administration of former President Goodluck Jonathan for the states to build “mini” ranches after clashes between herdsmen and farmers escalated.

But, findings by Saturday PUNCH indicated on Friday that after a year, the House had yet to constitute an ad hoc committee to start the investigation.


When contacted, Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, told Saturday PUNCH that he would make inquiries on why the panel was not set up and get back to the newspaper.

Namdas did not get back as he promised.

When his comments were sought, Karimi, who moved the motion for the probe, expressed surprise that nothing had been done since the House passed the resolution.

He stated, “Yes, I moved the motion. The resolution was that an ad hoc committee would be set up.

“As we speak, there is no committee. It’s a long time since the resolution was passed. I really can’t say what happened, because I don’t know.”

Incidentally, Karimi is also one of the sponsors of the grazing reserves bill pending at the National Assembly.

In 2017, Karimi, a member of the Peoples Democratic Party, recalled how the Federal Government raised a committee chaired by a former Governor of Benue State, Mr. Gabriel Suswam, to investigate the frequent conflicts between herdsmen and farmers.

He informed the House that the Suswam-led committee found out that existing grazing routes had been encroached upon and “should be recovered and improved upon.”

Karimi added that, as a result of the findings of the committee, it recommended “the release of N100bn through the CBN as seed funding to all states for the construction of ranches.”

He added that though the money was released without the approval of the National Assembly, there was no evidence of how it was utilised.

“There has not been any ranch constructed anywhere in the country to account for the expenditure of the money,” he said.

A detective at the Economic and Financial Crimes Commission told our correspondent that there was no ongoing investigation at the commission as regards the N100bn.

“We are currently not investigating this matter. If we get more information, then maybe we can commence a probe,” he said.

When contacted, the CBN Director of Information, Isaac Okorafor, said he had no information on whether the amount was indeed disbursed by the apex bank. When pressed further, he declined to speak on the matter.

The Director, Development Finance Department of the CBN, whose department is in charge of disbursement of intervention fund, when contacted through one of the officials of CBN, said in a text message that “We are only bankers to govt. They should enquire from the relevant MDAs. It’s not our process (sic).”

The Director of Information in the Ministry of Finance, Mr. Salisu Dambatta, when contacted and asked if the ministry indeed released the N100bn, he directed our correspondent to the Special Adviser on Media to the Minister of Finance, Oluyinka Akintunde.

Akintunde did not reply a text message sent nor picked repeated calls to him on the matter.

When our correspondent visited the ministry to speak to the Director, Home Finance, Federal Ministry of Finance, Mrs. Siyanbola Olubunmi, whose department is in charge of funds disbursement, she was said to have travelled out of the country on an official assignment.

Attempts to get her deputy, Mr. Abdulrasheed Giwa, to speak on the matter were not successful as he neither answered calls nor responded to a text message sent to him.
