This slaughtering cannot be for eating purposes. I suspect its a ritual thing. Are they saying this is the best way and person to kill the poor cow for consumption. Maybe that cow was supposed to be murdered in a very cruel way. On the other hand, he is so so so lucky to be alive and also would have counting his losses by now if the cow had gone berserk , not even the person taking pictures will live to tell the story. Even dogs will not allow that nonsense around their neck before they give you the bite and attack of his life. Holding the cow by the neck and butchering it like that on its own is a sin , and danger to the guy. Meanwhile watch where you eat, what you eat and pray hard while you also work hard.
