In the eighties power lines were constructed from the Niger Delta to Abuja as the water discharge from the Niger Delta is high all through the year.

So if the Republic of Niger should dam the river Niger they will still need Nigeria to supply them electricity during their long dry seasons.

No matter how little the electricity generated in niger republic , their consumption cannot be more than 1/10th of that of Nigeria. Daming a river upstream mean low volume down stream. its simple especially when the the source of such water is upstream.
