But unfortunately we just have to give the elderly ones. Now let's brace up for this hunger season. because our government doesn't even have plans for us at all. The Ogun State Government has postponed the lockdown directive from midnight of Monday 30, March till Friday, April 3. The State Governor, Prince Dapo Abiodun, disclosed this on Monday, in his address to the people of the state shortly after inspecting 128-bed isolation centres located within the premises of HID Awolowo Model School, Ikenne Remo. Tribune Online recalled that President Muhammadu Buhari in his nationwide address on Sunday evening directed that Ogun State should be on lockdown for a period of 14 days to contain the spread of the coronavirus disease. Abiodun said he consulted with the President Buhari on the need to extend the lockdown directive in the overall interest of the people of the state. While noting that the Presidency graciously agreed to the request, and therefore urged the people of the state to remain calm and stock up food items ahead of time. Dakar, Senegal - Researchers this week began validation trials on a COVID-19 diagnostic test that can be done at home and produce results in as little as 10 minutes - all for $1. The plan is to dually manufacture the tests in Senegal and the United Kingdom and if the validation testing meets regulatory standards, they could be distributed across Africa as early as June. "Our focus is to provide tests to the African continent," Amadou Sall, director of the Pasteur Institute in Dakar, told Al Jazeera. Sall and his team of researchers in the Senegalese capital, which have previously worked on vaccines for yellow fever and dengue, developed the prototype for the diagnostic test in partnership with Mologic, a British biotech company founded by the inventor of the Clearblue pregnancy test. Once ready, the tests will be produced in the UK and at a new Dakar-based facility managed by DiaTropix, a subsidiary of the Pasteur Institute that focuses on infectious disease testing. According to Sall, the Dakar site will have an initial capacity to produce up to four million tests annually. The developers are also in early-stage talks for local manufacturing sites to be set up in other parts of the continent. "When COVID-19 hit, we knew from the beginning that Africa would be disproportionally affected," Joe Fitchett, the medical director of Mologic told Al Jazeera. "With a test like this, you can detect [the virus] very quickly on any part of the continent and then avoid transmission." To detect as many people as possible, Fitchett says the test will be sold at cost-price - which is approximately $1 - thanks to grant support from the UK government and the Bill and Melinda Gates Foundation. "The point is to keep it to the bottom," Fitchett said, adding they would work with suppliers to keep the price as low as possible. Game-changer? COVID-19, the highly infectious respiratory disease caused by the new coronavirus, has no vaccine or known treatment regiment. Until a vaccine is ready, widespread testing is seen as one of the most important strategies used to "flatten the curve" - slowing the spread of the contagion in an attempt to prevent already stretched healthcare systems from being overrun. Earlier this month, World Health Organization chief Tedros Adhanom Ghebreyesus urged countries to build up their testing capacity to curb the spread of the coronavirus pandemic, calling them to "test, test, test". "The most effective way to prevent infections and save lives is breaking the chains of transmission. And to do that, you must test and isolate," he told reporters in Geneva. "You cannot fight a fire blindfolded. And we cannot stop this pandemic if we don't know who is infected." With tests at advanced, centralised laboratories still costly and taking hours to complete, scores of companies worldwide are working to develop rapid, easy-to-use kits and then distribute them widely - but questions remain over their accuracy. Price and availability, however, are not the only barriers to widespread use. By developing a test that can be done at home without any need for electricity, the researchers in Senegal say it can be of particular use in rural communities where power is limited and laboratories are near inaccessible. Their test can be done in two different ways - using saliva or blood. Those with an active infection would use a saliva swab to detect the new coronavirus, while those with a previously undetected case would use an at-home finger prick test to check for coronavirus antibodies. There are currently more than 2,800 confirmed cases in 45 of the continent's 54 countries. While that is still significantly lower than the current epicentre in Europe, some analysts fear Africa is on course to follow a similar trajectory. Such a scenario would spell disaster in a continent that accounts for 1 percent of global health expenditure but carries 23 percent of the disease burden. Weaker health systems, poor sanitation and water shortages are just some of the additional challenges that would make it harder to fight the virus. The Africa Centers for Disease Control and Prevention (CDC) has significantly ramped up its prevention strategy in recent weeks, training labs in 43 countries, a swift increase from only two countries that were able to test for the disease in February. The Africa CDC has also been providing 1,000 test kits to any country with cases. Billionaire Jack Ma donated an additional 1.1 million test kits. But that still is only a drop in the bucket compared with what will be needed. "In times like these, it's difficult for African governments to purchase tests which are also cheaper and cost effective," Prashant Yadav, a global supply chain analyst at the Center for Global Health, told Al Jazeera. That is why he says the continent having a test of its own could be a game-changer. A 36-year-old former policeman, Charles Abam, has been arrested for trying to defraud the children of President Muhammadu Buhari. The Punch reports that the suspect, who is currently being held at the Force Headquarters in Abuja, impersonated Mrs. Daisy Danjuma, wife of Gen. T.Y. Danjuma, in order to defraud Buhari's children. NAIJ.com gathered that the Delta state indigene sent an SMS to a prominent APC chieftain, demanding for the phone numbers of the president’s children. The chieftain was said to have replied the SMS that she did not have the phone numbers of the president’s children but sent that of the elder brother of first Lady, Aisha, thinking she was communicating with Daisy Danjuma. Abam went further to contact the first lady’s brother by SMS, asking for the phone numbers of the president’s children. He eventually got the phone numbers of the president’s children, whom he sent messages, again impersonating Danjuma. He went on to ask the children to present five names for a phantom job with the National Drug Law Enforcement Agency. Charles Abam and his accomplice Felix Machi Members of the presidential family were said to have played along and sent some names and phone numbers to him. Eight names which were provided by the police, were sent to him and his accomplice, Felix Machi. “The suspect then pretended to be officials of the NDLEA and called the phone numbers that had been sent to him. He asked them to pay a certain amount of money to a bank account, which would be payment for their kits during their training exercise. But no payment was made to the accounts,” the police source revealed Abam was tracked down through the details of his bank account which he told his supposed victims to pay into. Regretting his action, Abam said after being jobless since 2003 when he lost his job as a policeman, he found out he could make a lot of money illegally from top Nigerians. Abam left his police post in 2003 after being enticed by a chance to travel abroad. He said: “When I had an opportunity to travel out of the country I left my duty post and went on to process my documents, but I was defrauded and I lost all my money. “I went back to my police job but I was told that I had been declared a deserter. I begged to be reinstated but was not taken back. I then began to look for work. I also applied for a bank security job but did not get it.” Abam said he started his fraudulent activities in 2014 after his unsuccessful attempts to find a job. He said: “I started with internet fraud but I was not making enough money. Then, I went into local fraud. One of my friends, known as Mike, taught me how to impersonate people in order to get phone numbers of prominent politicians. “Sometimes I also paid to get the phone numbers. I later met Felix (Machi), who became my partner. Before I attempted to defraud the president’s children, I had defrauded many politicians by pretending to be a kidney disease patient. “I told some politicians that I needed financial help for a kidney transplant and many of them sent money to me. I got N70,000 from a member of the Anambra State House of Assembly, Emeka Obinna, the Commissioner for Lands in Delta state and he gave me N50,000. “One Senator Ahmed Kamoni, gave me N150,000 while another member of the Anambra state House of Assembly, ObinnaUzor, gave me N50,000. I also got N50,000 from Senator Ahmed Yerima. Even the President of the Christian Association of Nigeria, Pastor Ayo Oritsejefor, gave me N100,000. “I also got N100,000 from the Speaker of the Akwa Ibom State House of Assembly, Aniofor Udo and N5,500 from a former Director of the Niger Delta Development Commission, Daniel Abia.” Abam said he gave 10 per cent of all the money he made from his kidney transplant fraud to Machi. According to him, he only decided they needed to up their game recently when he brought up the idea of defrauding the first family to Machi. He said he got the phone number of the APC chieftain from the APC chairman in Delta state, Prophet Enu, by impersonating the chairman of the Peoples Democratic Party in the state. Abam said: “Eventually, when I contacted the president’s children and they sent me the eight names, I realized the candidates were not cooperating. I knew something had gone wrong when I started receiving calls from people threatening to arrest me. “I decided to destroy my phones and sim cards. I thought there was no way I could be tracked without them. But I was surprised when the police showed up at my house on Saturday and arrested me.” The police authorities at the headquarters have said Abam and his accomplice would be charged to court as soon as investigation into the extent of their operation was complete.
