Maybe. Maybe not. Russia does things that don't make sense all the time. Towards the end of 2021, US and British intelligence agencies started reporting that Putin was about to attack Ukraine. The intelligence agencies of Germany, France and others, said nothing like that was going to happen. Their reason?
