On Wednesday, US diplomats in Baghdad were reduced to the role of meekly receiving a message. Russian air strikes on targets across Syria would commence in one hour, their visitor told them. For the safety of all concerned, it would be better if the US Air Force stayed out of the way and suspended its own bombing campaign in Syria. Soon afterwards, SU-24 strike aircraft based outside the city of Latakia - Bashar al-Assad’s heartland – were airborne. So began the day when Russia hurled its military power into the vortex of Syria’s civil war. By deploying about two dozen warplanes in the country – protected by air defence systems and anything between 500 and 2,000 troops – Mr Putin has done what the West agonised over for years and chosen the path of direct intervention in the crisis.
This is not only the Kremlin’s biggest military expedition outside the old Soviet Union since 1989, but the first Russian campaign in the Middle East since Moscow allied with Britain to invade Iran in 1941.
As with all of Vladimir Putin’s adventures, his foray in Syria contains an element of mystery. What targets are his jets bombing? The emphatic answer from the Russian defence ministry is that the terrorists of the Islamic State of Iraq and the Levant (Isil) are the sole target. “Russian air force planes have commenced air operations with surgical strikes against identified Isil ground targets,” said General Igor Konshenkov, a Russian defence ministry spokesman, adding that “arms, ammunition and fuel depots” had all been destroyed. By early afternoon, however, a multitude of reports from the ground suggested otherwise. Instead of hitting Isil, Russian jets were said to have dropped bombs on two locations in Homs province, three in Hama and two in Latakia. All of the targets were non-Isil rebel groups, including those supported by the Western powers. The SU-24s were in action not in Isil’s stronghold in eastern Syria or against Raqqa - the movement’s de facto capital - but in areas where Assad’s forces have been under severe pressure from the insurgents. "Yesterday there were reconnaissance aircraft that we had never seen before flying over our area. They were checking out targets,” said Bebars Al-Telawi, an opposition activist from the city of Homs. Speaking via Skype, he said that jet fighters – which could have been operated either by the Russian or Syrian air forces – had proceeded to bomb the “western side of Homs, and there is no Daesh [Isil] there.” Mr Telawi added: “This means that now everything is allowed; anyone who went out against Bashar will be a target.” By the evening, the Russian defence ministry tried to clarify the situation, saying that 20 sorties had been flown against eight targets and insisting that all of them associated with Isil. Meanwhile, Mr Putin himself appeared on Russian television with a message of reassurance. "We certainly are not going to plunge head-on into this conflict," he said. "First, we will be supporting the Syrian army purely in its legitimate fight with terrorist groups. Second, this will be air support without any participation in the ground operations." Mr Putin said that he expected Mr Assad to negotiate with “healthy” Syrian opposition groups. “That is the only way to a long term solution,’ he added.
The most immediate threat to the regime in recent months has come not from Isil, but an alliance of rebel groups styling itself the Army of Conquest. This movement, which includes al-Qaeda’s affiliate in Syria, has captured Idlib province and penetrated neighbouring Latakia. Meanwhile, Homs and Hama in the centre of Syria have been key battlegrounds between Mr Assad’s forces and the non-Islamist opposition since the earliest days of the civil war. These armed groups, directly menacing the regime, appear to have borne the brunt of Wednesday’s air strikes. “Assad’s army is slowly but surely losing the war. They’re left with only about fifth of the national territory and they have been losing towns and cities,” said Georgy Mirsky, an expert on the Middle East at the Russian Academy of Sciences Institute of World Economy and International Relations. “The [Russian] deployment is a message: it says to the West, ‘we will not allow Assad to fall, we will give him everything he needs to survive, and you should know that’,” said Mr Mirsky. As for the possible casualties inflicted by Russia’s first air raids, the Syrian Observatory for Human Rights, a London-based group, said at least 27 people had been killed in Homs province, including five women and six children. However, the regime’s jets were also in action and it was not clear whether Russian planes were responsible for these incidents. At home, however, Mr Putin’s decision to intervene won the unanimous approval of the Upper House of Parliament and the vocal backing of the Russian elite. Gennady Zyuganov, the head of the Communist Party, expressed “full support” for the expedition. Meanwhile, the Russian Orthodox Church endorsed the campaign as a “holy war” that was being fought “in accordance with international law, our national mentality” and “Russia’s special role in the Middle East”.
