I have a tenant in a room and parlor ensuit self contained who agreed to pay but after packing in decided he would only pay half of his rent because his friends who live in room and parlor don't pay that much

We normally pay to a tenant to load light for the pumping machine but this guy has refused to pay for almost seven months (also stayed rent free for seven months) but his wife is always rushing out every morning to run the machine

Whenever he is approached he would just start reigning curses on people threatening to kill and maim

Went to the police for media tion but they just turned me into an idiot

After I gave him all necessary notices to quit, the police "ordered" I give him three months, he was on my prepaid meter for the said three months (using hotplate) despite having his own meter

Now he has been claiming he and the police would keep throwing me up and down and True to this anytime I approach the police lady in charge, she just becomes antagonistic and sends me on a fools errand

The other tenants have asked his water be closed until he pays...

Is it ok to issue a six months quit notice eight months to rent expiration and follow with owners intention to occupy and court summons a month before the rent is due with the intention to return what is left of the rent should the tenant agree to move?

Is it ok to issue a six months quit notice eight months ahead, following this up with a seven days owners intention and subsequently, a court summons, with the intention to refund the tenant his outstanding balance in court?
