There are two ways you can apply:
1) Try through a Black berry (or maybe with any phone you can browse with)
2) If you know someone outside the country, you can get the person to apply for you.

I was able to register using the BB but couldn't paste my resume so I've gotten someone outside the country (who can access it) to complete the job.
